No existing field tiles, sump drains carrying seepage water from buildings, downspouts carrying surface runoff from direct rainfall, sump drains within downspout drains, and other below ground drainage features were located via field survey work for this project other than surficial features denoted. As noted in the Status of Utilities special provision, the general location of some agricultural field tile outlets are known. The Contractor shall exercise care in excavating around these known areas to protect their capacity to flow and in order to adequately cut and remove sections back to proposed ditch backslopes.

For this Contract, no additional compensation for monitoring these areas is provided. During construction, the Engineer and Contractor shall evaluate methods to facilitate continued discharges and how to remove and terminate these tiles.

SELECT GRANULAR BACKFILL, SPECIAL

This work shall be in accordance with Sections 208, 550.07, and Article 602.12 of the Standard Specifications and as modified by this Special Provision.

This work includes all backfilling for new and removed storm sewers, and drainage structures and other structures, of all sizes from the haunching of pipe to the surface of ground or pavement at the time of installation of storm sewers. All trenches within two (2) feet, horizontally, from edges of pavement, curb, and sidewalk, shall receive SELECT GRANULAR BACKFILL, SPECIAL.

This Special Provision also prescribes bedding of trenches, bedding in excavations to receive structures, and material from bedding to haunching: all shall be the same as for backfill from haunching to surface as described herein. Additionally, the Special Provision prescribes similar material be used for backfilling around all structures within limits noted herein.

References to “Fine Aggregate” in Section 208 and Article 1003.04 of the Standard Specifications shall be relaced with “Coarse Aggregate”. Section 1004 rather than 1003 shall be utilized. SEWER.

TOPSOIL EXCVAVATION AND PLACEMENT

This work shall be in accordance with Section 211 of the Standard Specifications and as modified by this Special Provision.

This pay item work involves excavating material from the limits of the site, stockpiling said material, and placing said material as non-structural embankments. Non-structural embankments are those not under pavements. It is noted that this work is distinct and separate from TOPSOIL FURNISH AND PLACE. The TOPSOIL FURNISH AND PLACE material is needed because the topsoil excavation material onsite is not sufficient after use as non-structural embankments to cover the top surfaces, thus TOPSOIL FURNISH AND PLACE material shall be procured from off-site areas.

The geotechnical report recommends before embankments under pavement are constructed, the top surface of existing farm fields and other soils, twelve (12) inches thick, shall be removed.

These soils are herein referred to as TOPSOIL, though some of the described material may be a mixture of topsoil material and inorganics. These materials are not considered conducive for modification with lime, nor is lime desired at this site due to adjoining residential properties.

Essentially, this material will be re-used on upper surfaces of embankment.

The topsoil material excavated has a conservative shrinkage factor applied per the IDOT design manual recommendations – to insure sufficient material. The excavated topsoil material shall be stored on site or at a location the Contractor can utilize as a storage area. At the required time, once structural fills are in place, the Contractor shall haul said excavated topsoil material and deposit it to grades and slopes shown in the Plans and compact it to 95% standard laboratory density.

Due to the interdependencies of earthwork quantities calculations for this project as presented in the Plans, agreement to Plan quantity for all or any combination of the Pay Items TOPSOIL EXCAVATION AND PLACEMENT, EARTH EXCAVATION, and FURNISHED EXCAVATION is also interdependent. As an example, in the event the Contractor agrees to FURNISHED EXCAVATION Plan quantity, the Contractor shall agree to TOPSOIL EXCAVATION AND PLACEMENT, and EARTH EXCAVATION Plan quantities due to the interdependencies.

Agreement to Plan quantity does not negate the possibility of the need for additional or less quantity, but with this, only the changed amount will be measured with an associated agreement to Plan quantity.

Areas where additional material is removed due to soil testing for waste material, can only correspond to EARTH EXCAVATION, though it will be paid for as NON-SPECIAL WASTE DISPOSAL, due to the topsoil excavation areas covering all areas of the project.

Article 211.07, regarding measurements, shall be modified herein. Topsoil excavated shall be measured by utilizing the dimensions shown Plan sections, in combination with depth checks made in the field, at the stations depicted in the Plans, to establish average end areas type calculations. Digital terrain models will not be utilized for these measurements by the Engineer due to topsoil excavation essentially extending over the entire project limits. Spreadsheets can be utilized for presentation for this particular quantity.

All labor, equipment, and material for this work will be paid for at the Contract unit price per CUBIC YARD for TOPSOIL EXCAVATION AND PLACEMENT.

EARTH EXCAVATION

This work shall be in accordance with Sections 202 and 205 of the Standard Specifications and as modified by this Special Provision.

This pay item work involves excavating material below topsoil that can be used as structural fill under pavements. This material can be excavated, stockpiled and later hauled and compacted, or excavated, hauled, and compacted. Plan typicals show this material’s use under pavements.

This material once placed shall be compacted per Section 205 requirements, as embankment.

Article 202.07 (b), regarding measurements, shall be modified herein. Measurements of EARTH EXCAVATION are complicated due to the topsoil excavation work, and that EARTH EXCAVATION does not extend across the entire area of the project. Earth excavation cuts shall be measured at the stations depicted in the Plans. Manual measurements of cut at said sections using hand levels can be made, or with total stations, and displayed on CADD sections for subsequent end area comparisons. Comparisons utilizing digital terrain models will not be made due to the differences in triangulation and outer boundaries.

All labor, equipment, and material for this work will be paid for at the Contract unit price per CUBIC YARD for EARTH EXCAVATION.

FURNISHED EXCAVATION

This work shall be in accordance with Section 204, Section 205, and Article 1009.04 of the Standard Specifications and as modified by this Special Provision.

This pay item work involves excavation of suitable earth material from offsite, hauling it to the site, placing it, and compacting it, to the grades and elevations shown in the Plans. This material shall have liquid limits less than 50, as per Article 1009.04, and be composed predominately of clay material free of organics. This material is comparable to the earth excavation material, referred to as structural fill beneath pavements.

FURNISHED EXCAVATION is tied to additional EARTH EXCAVATION and NON-SPECIAL WASTE DISPOSAL as the created voids require additional topsoil excavation material and likely additional FURNISHED EXCAVATION material.

Article 204.07 regarding measurements, shall be modified herein. The Engineer will not reestablish the existing ground line. Utilizing measurements for TOPSOIL EXCAVATION AND PLACEMENT, EARTH EXCAVATION and NON-SPECIAL WASTE DISPOSAL, at the stations depicted in the Plans and proposed roadway and embankment CAD linework, end area type calculations will be utilized to generate FURNISHED EXCAVATION quantities.

All labor, equipment, and material for this work will be paid for at the Contract unit price per CUBIC YARD for FURNISHED EXCAVATION.

AGGREGATE SUBGRADE IMPROVEMENT

This work shall be in accordance with Sections 311 and 1004 of the Standard Specifications and as modified by this Special Provision. This work and material is intended to be utilized where visible pumping and rutting occur in exposed subgrade following pavement removal or earth excavation work.

The EARTH EXCAVATION pay item shall be utilized for removal of existing material. The replacement material may be the same material use for Subbase Granular Material with said material compacted to 95% standard laboratory density, if achievable, as opposed “to the satisfaction of the Engineer”. Replacement material may also be a larger gradation, such as CA5.

All labor, equipment, and material for this work will be paid for at the Contract unit price per CUBIC YARD for AGGREGATE SUBGRADE IMPROVEMENT.

SUBBASE GRANULAR MATERIAL

This work shall be in accordance with Sections 311 and 1004 of the Standard Specifications and as modified by this Special Provision.

All labor, equipment, and material for this work will be paid for at the Contract unit price per SQUARE YARD for SUBBASE GRANULAR MATERIAL of the type and thickness specified.

AGGREGATE FOR TEMPORARY ACCESS

This work shall be in accordance with Sections 401.10 of the Standard Specifications and as modified by this Special Provision.

References in Article 402.07, referenced by Article 402.10, to Article 1004.04, shall be modified such that the aggregate shall be the same type and gradation as SUBBASE GRANULAR MATERIAL called for in the Contract. The material shall be compacted by proof rolling with loaded trucks to the satisfaction of the Engineer. The Engineer and Contractor shall measure the volume of the placed material and apply Plan rates of application for aggregate to establish the tonnage used for each location.

The Contractor shall remove all material from the site after it is no longer required. This material shall not be used for other Pay Item work.

All labor, equipment, and material for this work will be paid for at the Contract unit price per TON for AGGREGATE FOR TEMPORARY ACCESS.

STABILIZED SUBBASE – HOT-MIX ASPHALT, 4”

This work shall be in accordance with Sections 312 of the Standard Specifications and as modified by this Special Provision.

Hot-mix asphalt mixture shall be IL-19.0 binder with 4% air voids and an N of 70 gyrations.

CAM shall not be utilized in lieu of hot-mix asphalt for any subbase on the project. CAM’s rigidity for planar, vertical, curling, and warping deflections of PCC slabs and the material’s susceptibility to uncontrolled cracking that will not match controlled, sawn joints of the PCC slabs, prevent its use.

Control of elevations of the stabilized subbase may be notably difficult in order to achieve required surface elevations and minimum thicknesses for the PCC pavement and curbs. Placing subbase granular material and stabilized bases at slightly lower elevations such that PCC pavement and curbs are poured slightly thicker than required, may be a means of avoiding milling or reconstructed stabilized base. Variation in PCC pavement should not be abrupt.

All labor, equipment, and material for this work will be paid for at the Contract unit price per SQUARE YARD for STABILIZED SUBBASE – HOT-MIX ASPHALT 4” of the type and thickness specified.

COMBINATION CONCRETE CURB AND GUTTER, TYPE B (MODIFIED)
