TRAFFIC STAGING AND CONSTRUCTION SEQUENCING
The Contractor shall provide the Engineer at least two weeks advance notice prior to mobilizing any equipment, materials, or work forces to the project site so that the city of Springfield and the village of Southern View can notify property owners of the upcoming construction, traffic patterns, signage, etc., and notify the public of any temporary lane closures required. The Contractor shall prepare and submit to the Engineer for review and approval a Traffic Staging and Construction Sequencing Plan consistent with the concept described herein and shown on the details included in the Construction Staging and Maintenance of Traffic Plans to outline the sequence of construction for all the work shown in the plans. The Contractor’s plan will indicate any lane closures and the location of traffic within each stage (day and night) along with any temporary barriers. Work shall not begin until the Contractor’s Traffic Staging and Construction Sequencing Plan is approved in writing by the Engineer.
At locations where construction operations result in a differential in elevation between the edge of pavement or edge of shoulder, traffic control shall be installed in compliance with IDOT’s Work Zone Safety Memorandum. Any channelizing devices installed along the drop-off shall be either temporary concrete barrier wall (pinned as required) or type II barricades with flashing lights. The cost to comply with these requirements shall be included in the cost of the applicable traffic control and protection standard being utilized. Temporary concrete barrier, pinning temporary concrete barrier, relocating temporary barrier, impact attenuators, and relocating impact attenuators shall be paid for separately.
The Contractor will schedule their work in accordance with the following requirements and in compliance with the Standard Specifications for keeping roads open to traffic. Any deviations proposed by the Contractor to the following Traffic Staging and Construction Sequencing special provision shall be submitted in writing and approved by the Engineer prior to the Contractor making traffic control revisions.
In general, the construction sequence shall be as follows:
Pre-Stage A:
1. The Contractor shall coordinate utility adjustments for the entire project during this stage and allow relocations by the appropriate utilities to be completed prior to initiating construction.
2. The Contractor shall construct the Sixth Street West extension from south of the FitClub entrance (Sta. 63+25+/-) to the south project limits (Sta. 39+97). The Contractor shall establish access to Sixth Street West at the Hazel Dell Road intersection.
3. The Contractor shall construct the west Lincolnshire Boulevard extension to top of binder course from the west BL 55 edge of pavement to the new Sixth Street west extension. In order to establish access to the newly constructed west leg of Lincolnshire Boulevard, a temporary ramp will be required to bridge the grade differences. The temporary pavement ramp cross-slope shall be transitioned back to existing both north and south of the intersection per the plan callouts. A temporary pavement connection to the west Lincolnshire leg for southbound BL 55 traffic will also need to be constructed just north of Lincolnshire Boulevard.
4. The Contractor shall construct the west leg of Hazel Dell Road from the Sixth Street West

extension to the BL 55 West Frontage Road and the BL 55 West Frontage Road from Sta.
96+25+/- to the end of the proposed cul-de-sac (Sta. 102+10+/-). Access to Buraski Builders and Marathon Gas Station must be maintained at all times. The Contractor shall maintain access to these businesses on the BL 55 West Frontage Road during construction of Hazel Dell Road and vice versa.
5. The Contractor shall place temporary traffic signals on BL 55 at Hazel Dell Road, Lincolnshire Boulevard, St. Joseph Street, and Stevenson Drive intersections.
6. The Contractor shall utilize intermittent single lane closures while adhering to the timeframes specified in the Limitations of Construction, Item 5 for both directions of BL 55 to allow for the removal of median and corner island barrier/mountable curb, concrete median and corner island surface, median paved shoulders, signals and handholes; and the placement of temporary pavement in the existing median and corner island areas.
7. The existing BL 55 pavement width will make maintaining two lanes of traffic in each direction impractical during median paving and widening operations, so restricting traffic to a single lane in each direction will be required during pre-stage construction. When this is required, work shall limited to the timeframes specified in the Limitations of Construction, Item 5.
8. The Contractor shall open access to Lincolnshire Boulevard west of BL 55.
Stage 1:
1. The Contractor shall shift traffic over to the west side of BL 55 while maintaining two 12’ lanes of traffic in each direction. The Contractor shall utilize temporary concrete barrier along the east traffic edge to protect the work zone/temporary pavement construction and between opposing traffic lanes on BL 55. The Contractor shall construct temporary pavement on the east side of BL 55. Note that removal of a portion of the existing BL 55 east frontage road will need to be completed prior to constructing the temporary pavement.
See the staging notes below.
2. The Contractor shall provide dual 12 ft. left turn lanes for southbound traffic at Stevenson Drive. Single 12 ft. left turn lanes for northbound and southbound traffic shall be provided at Hazel Dell Road, Lincolnshire Boulevard and St. Joseph Street.
3. The Contractor shall construct the curb and gutter, sidewalks, and HMA pavement of Sixth Street West from Sta. 63+25+/- to St. Joseph Street. Construction will be completed one block at a time using full road closures. The majority of access will be maintained from the east via St. Joseph Street and the remaining portion of the BL 55 west frontage road.
Access to residences and businesses with entrances solely on Sixth Street West will be maintained utilizing temporary access drives or single lane closures with flaggers to control traffic. The lane closures will be removed to allow one lane of traffic in each direction during non-working hours.
4. The Contractor shall construct curb and gutter, sidewalks, and HMA pavement on the east leg of St. Joseph Street from Sta. 13+00+/- to Sixth Street East. The Contractor shall maintain access to at least one entrance of the McDonald’s and Arby’s businesses at all times.
5. The Contractor shall close the existing BL 55 east frontage road to through traffic and eliminate the access points from St. Joseph Street (south of the Arby’s entrance), Flora Street, and Sixth Street East.
6. The Contractor shall remove the existing BL 55 east frontage road from the Straight Street intersection to just south of the Arby’s entrance.
7. The Contractor shall construct the curb and gutter, shoulders, entrances, sidewalks, and HMA pavement of Sixth Street East and the Strip Mall Entrance Road. Prior to initiating
