The project encompasses 2.834 miles of pavement improvements and includes Class C and D patching, HMA surface removal, pavement widening, HMA paving, longitudinal joint sealant, pavement reconstruction, ADA improvements, curb and gutter removal and replacement, drainage and utility structure installation and adjustments, pavement marking and signing, raised reflective pavement marker installation, traffic signal pole/mast arm/signal head replacement, pedestrian push-buttons, retaining wall construction, and structure repairs to SN 057-0194. Electronic bids are to be submitted to the iCX (Integrated Contractors Exchange) system no later than 12:00 p.m. on July 31, 2026, at which time bids will be publicly opened. The contract will be awarded to the lowest responsive and responsible bidder in conformity with Department terms and conditions. The project requires extensive traffic control measures with one lane maintained in each direction on US 51BUS throughout construction, adherence to strict sequencing of operations with maximum two-block construction areas, and coordination with multiple agencies including the Towns of Normal and Bloomington, McLean County, Illinois State Police, schools, universities, and medical facilities. Construction activities at the SN 057-0194 bridge structure are restricted to June 1 through August 15 to avoid conflicts with Illinois State University operations.

The contract specifies payment on a unit price basis for various construction items, with traffic control and protection provided as a special lump sum item. The work is funded through NHPP-CR-HSIP-KPSP (167) federal-aid construction funds, requiring compliance with both State of Illinois and Federal requirements including certifications, prevailing wage provisions, and disadvantaged business enterprise (DBE) participation requirements. The Contractor must secure a facility and conduct a public information meeting at least 10 calendar days before construction begins, notify affected property owners, and provide notification to emergency services, transit authorities, schools, and medical facilities at least two to three weeks prior to lane closures or road closures. A project labor agreement and Stormwater Pollution Prevention Plan (SWPPP) are required. Stage construction time restrictions apply from December 1 through April 1, during which traffic control devices causing lane closures during non-working hours are prohibited. The Contractor assumes full responsibility for maintenance of existing traffic signal installations and electrical devices within construction limits and must repair any damage caused by negligence or poor workmanship.
