About this file

This is a Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) for a major reconstruction project at the interchange of FAI 57 (I-57) and FAP 330 (IL-17) in Kankakee County, Illinois (Contract No. 66863). The project encompasses reconstruction of approximately 1.6 miles of I-57 and 0.73 miles of IL-17 to provide a single point urban diamond interchange accommodating future six-lane sections on I-57. Work includes removal and replacement of two major bridges (SN 046-0006 and SN 046-0007) and a railroad bridge (SN 046-0005 to SN 046-9904), along with reconstruction of frontage roads, retaining walls, noise walls, sign structures, drainage systems, traffic signals, and lighting. Electronic bids must be submitted to the iCX (Integrated Contractors Exchange) system no later than 12:00 p.m. on July 31, 2026. The anticipated project start date is June 1, 2027, following completion of utility relocations. The contract will be awarded to the lowest responsive and responsible bidder in accordance with applicable state and federal requirements.

The project is funded through federal-aid highway funds (NHFP-BR-NHPP-BSGY(427)) and requires bidders to comply with extensive federal and state regulations including Equal Employment Opportunity (EEO) provisions, Disadvantaged Business Enterprise (DBE) participation requirements, and prevailing wage standards. Multiple utilities require relocation, including facilities from Aqua Illinois, AT&T, CMS, ComEd, Comcast, Nicor Gas, and others, with estimated completion by June 1, 2027. The contractor must obtain railroad protective liability insurance for both the Kankakee, Beaverville & Southern Railroad and Norfolk Southern Railway, with the KB&S railroad permitted to be closed for a maximum of 365 consecutive calendar days during bridge replacement. Special provisions address coordination with River Valley Metro bus operations, FAA requirements due to proximity to Greater Kankakee Airport, winter staging requirements, and various technical specifications for materials, construction methods, and traffic control.

Preliminary screening for mobile cranes of 75 feet height within the project limits results in no required coordination with the FAA. Regardless of selected crane and equipment heights, the Contractor shall submit to the Engineer documentation from the FAA pre-screening website for all proposed cranes and equipment with corresponding locations of utilization within the Project.

If the prescreening tool requires coordination with the FAA, it will be the responsibility of the Contractor to submit all information required by the FAA. The FAA requires all coordination documents to be filed at least 45 days prior to the start of work.

WINTER STAGING

Winter Stage A: The Contractor shall implement the I-57- Stage 3 - by November 19, 2028, and maintained through March 1, 2029, or through the completion of Stage 3 whichever is later.

1) Closure of KB&S Railroad tracks will only be allowed for a maximum of 365 consecutive calendar days. Liquidated damages for failure to open the railroad to train traffic by day 366 after train traffic on the rail line is suspended will be deducted according to Article 108.09.

2) The Contractor shall notify the Engineer at least 21 days in advance of the desired start date of railroad closure. The Engineer must then notify KB&S Railroad of the desired start date of railroad closure.

3) KB&S Railroad will either confirm that the desired start date of railroad closure is acceptable or provide an alternative start date. KB&S Railroad will close the railroad on the start date.

4) After the structure and tracks have been replaced and are ready to be opened to train traffic, the Contractor shall notify the Engineer. The Engineer must then notify KB&S Railroad.

EROSION CONTROL, TEMPORARY PIPE SLOPE DRAIN

Description. This work shall consist of furnishing, installing, maintaining, and removal of pipe, anchor devices, filter fabric, rip rap, earth dike, and flared end sections to convey surface runoff down the face of fill slopes to minimize erosion on the slope face according to the details and locations shown on the plans and as directed by the Engineer. This work shall follow the IUM/NRCS (Illinois Urban Manual / Natural Resources Conservation Services) detail IL-670 for a minimum diameter pipe of 12”. The temporary pipe slope drains will need to remain in place until the final curb and gutter with inlet drains are installed to prevent erosion down the face of the fill slopes.

Materials. Materials shall be according to the following:

(a) Polyethylene Pipe ...............……………………………………………1040.04

(b) Flexible Polyethylene Tubing....................……………………….…...ASTM F667

(c) Geotextile Fabric......................................………………………….…1080.02

(d) Filter Fabric......................................………………………….…….…1080.03

(e) Rip Rap…………………………………………………………………...1005.01

(f) Staples …………………………………………………………………...1081.10(d)

(g) Flared End Section. The flared end section shall be of the same material and size used for the temporary pipe slope drain.

Construction Requirements. The temporary pipe slope drain shall be securely anchored to the slope using procedures recommended by the manufacturer. All connections are to be watertight.

A flared end section shall be attached to the inlet end of the pipe and shall be relocated each time the pipe is extended. The height of the earth dike at the location of the temporary pipe slope drain shall be at least 2 times the diameter of the pipe. To prevent erosion around the flared end section, geotextile fabric shall be placed under the flared end section and shall extend 5 feet in front of it and up the front face of the berm. A continuous earth dike will need to be run along the top of the fill slope between temporary pipe slope drains so that runoff is only allowed to enter these temporary pipe slope drains to prevent sheet erosion of the face of the fill slopes.

Method of Measurement. This work will be measured for payment by EACH complete system installed and maintained, regardless of pipe diameter and length. This work will be measured only once per location installed. All pipe, end sections, connections, anchors, extensions, filter fabric, rip rap, and temporary earth dikes used to install, reinstall, or operate the temporary pipe slope drain will not be measured for payment separately and are considered included in the cost of this item.

Basis of Payment. This work will be paid for at the contract unit price per EACH for EROSION

CONTROL, TEMPORARY PIPE SLOPE DRAIN.
