About this file
This is a Letting Notice and Special Provisions document from the Illinois Department of Transportation (IDOT) for Contract No. 64P60, a Federal-Aid Project involving the Illinois Tollway. The project consists of removal and reconstruction of two bridges (BN 739 and BN 739A) carrying US Route 20 over I-90 in Boone County, approximately 2.59 miles in length from 0.4 miles west of Wheeler Road to 0.1 miles east of Ipsen Road. The work includes roadway reconstruction, relocation of Wheeler Road and Ipsen Road, guardrail installation, retaining wall construction, landscape and erosion control, drainage improvements, maintenance of traffic, and installation of traffic signals. Electronic bids were due November 6, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system, with bids to be publicly opened from the iCX SecureVault. No work shall commence prior to March 15, 2027. The contract will be awarded to the lowest responsive and responsible bidder, and the Illinois Department of Transportation reserves the right to determine responsibility at the time of award, reject any or all proposals, or readvertise the project.
The document establishes extensive specifications and special provisions governing construction, including detailed requirements for hot-mix asphalt, traffic control and maintenance, bridge construction, drainage systems, and various ancillary items. Funding for this project derives from Federal-aid Highway funds (FAP Route 525 for US 20 and FAI Route 90 for I-90). The contract requires compliance with Federal and State law, including Equal Employment Opportunity (EEO) requirements, Disadvantaged Business Enterprise (DBE) participation, prevailing wage requirements, and Project Labor Agreement provisions. Specific provisions address temporary lane closures on I-90 with defined allowable closure times, coordination with the Illinois Tollway and adjacent contracts, and maintenance of traffic during holiday periods. The contractor must provide Quality Control/Quality Assurance personnel with appropriate certifications for hot-mix asphalt operations, maintain an Engineer's Field Office Type A, and comply with environmental regulations including erosion control and Emerald Ash Borer management requirements.
