About this file
This is a Notice to Bidders and Special Provisions document for the Illinois Department of Transportation (IDOT) for Contract No. 62X38, a landscaping project on FAI Route 80 (I-80) spanning 2.93 miles across Grundy, Kendall, and Will Counties in the Villages of Shorewood and Minooka. The project involves furnishing and installing landscaping with all incidental and ancillary work necessary for completion, with traffic maintained on I-80 using shoulder closures during allowable off-peak hours. Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system by 12:00 p.m. on September 18, 2026, at which time bids will be publicly opened. The project improvement begins just east of Ridge Road and extends to River Road for approximately 15,500 feet. The contract completion date is October 31, 2028, with provisions allowing up to 10 working days after the completion date for clean-up work and punch list items. The contractor must submit a daily work schedule by 3:00 p.m. the day prior to work, and coordinate with adjacent Contract 62R19 (ITS Integration Contract), with a Maintenance of Traffic completion date of March 31, 2028.
The contract will be awarded to the lowest responsive and responsible bidder considering conformity with Department terms and conditions. Significant traffic control requirements are mandated, including restrictions on lane closures (generally prohibited during daytime hours, with shoulder closures permitted weekdays 9:00 a.m. to 3:00 p.m. and 7:00 p.m. to 5:00 a.m.), liquidated damages of $4,400 per lane for one lane blocked and $9,300 for two lanes blocked for each 15-minute interval outside allowable times, and a requirement to maintain 1/2-mile merging distances. The contractor must provide an Engineer's Field Office Type A (Special) at a specified monthly rate and coordinate with multiple utility companies operating gas and petroleum pipelines crossing I-80 at identified locations. Extensive landscaping provisions include tree removal, interseeding with native seed mixtures, mowing cycles, perennial plant care, weed control using specified herbicides, storm water pollution prevention, and compliance with federal-aid requirements including DBE participation reporting, prevailing wage documentation, and EEO certifications. The project is funded through NHPP (National Highway Performance Program) federal-aid construction funds.

COOPERATION BETWEEN CONTRACTORS
The following should be added to Article 105.08:
The Department reserves the right to have work performed by other contractors and by Department forces and to permit public utility companies and others to perform work during the progress and within the limits of or adjacent to the work. The Contractor shall conduct its work in a manner and shall cooperate with such other parties to cause as little interference as possible with such other work and as the Department may also direct. If there is a difference of opinion as to the respective rights of the Contractor and others doing work within the limits of or adjacent to the work, the Engineer will decide the order and coordination of the work. The Engineer’s decision shall be final and binding on the Contractor. The Contractor shall make no claims against the Department for additional compensation due to delays or other conditions created by the operations of such other parties.
Coordination with Other Contractors. The Contractor is advised that certain operations will involve coordination with Department personnel and Contractors currently performing work on or adjacent to this project for the Department and other agencies. The Contractor shall cooperate to the fullest extent with the Department and the Contractors working on adjacent projects in compliance with Articles 105.07 and 105.08 of these Specifications.
The Contractor shall submit to the Resident Engineer a daily work schedule for the purpose of coordinating the Contractor’s activities for the next working day. The daily work schedule must be submitted by 3:00 p.m. the day prior. This schedule is necessary and shall be used by the Engineer to schedule inspections, material testing and checking of layout as part of the following day’s work. Failure to submit a schedule may result in uninspected work and therefore considered unacceptable.
Section 2024-1004-LS
The daily schedule shall include the Contractor’s or Sub-Contractor’s planned work for that day including the location, description, scheduled work hours and pay items of work to be performed.
The schedule shall also include any material testing requests, layout check requests and all traffic control measures to be implemented for that day’s work.
The Department and the Engineer shall be notified in writing by the Contractor at least 48 hours prior to the start of any operation requiring cooperating with others. All other agencies, unless otherwise noted, will be notified in writing by the Contractor ten (10) days prior to the start of any such operation. The Contractor shall make no claims against the Department for additional compensation due to delays or other conditions created by the operations of such other parties.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.
Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.
The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.
The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.
If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor.
Additional locate requests will be at the contractor’s expense.
The Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.
Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.
COOPERATION WITH UTILITIES
The Contractor is responsible for verifying the nature and status of all utility relocation work before preparing the Baseline Schedule. The Contractor shall take appropriate measures to ensure that construction operations do not interfere with utility facilities and relocation work. The Baseline Schedule shall reflect construction sequencing, which coordinates with all utility relocation work.
The Contractor shall be required to adjust the order of its work from time to time, to coordinate with utility relocation work, and shall prepare revised Baseline Schedule(s) as directed by the Engineer.

Experience:
The Contractor shall have previous experience with the use of weed control chemicals. He/she shall have had at least three (3) season’s experience in ecological restoration and the ability to identify and differentiate between targeted weeds and vegetation to remain. The Contractor shall observe and comply with all sections of the Illinois Custom Spray Law, including licensing.
Equipment:
The equipment used shall consist of swiping gloves, wicks, wands, hand spray guns and /or backpack sprayers, plus any other accessories needed to complete the specified work as directed by the Engineer. Wick applicators, swiping gloves, or other such devices may be required to ensure herbicides are applied only to target species. If hand spray guns used are attached to spray vehicle, maximum speed of the spray vehicle during application of chemical shall be five
(5) miles per hour. In areas where a vehicle is needed to traverse the right-of-way, a four-wheel drive vehicle with flotation tires will be required to minimize damage to the ground surface.
Prior to beginning work, the Contractor shall obtain approval from the Engineer of the spraying equipment proposed for completing this work. The proposed equipment shall be in an operational condition and available for inspection by the Engineer at least two (2) weeks prior to the proposed starting time. If requested by the Engineer, the Contractor shall demonstrate the calibration of the equipment.
The equipment must provide consistently uniform coverage and keep the spray mixture sufficiently agitated or the work will be suspended until the equipment is repaired or replaced.
Spraying Areas:
This work includes roadsides and other types of right-of-way of various widths and gradients.
Spray areas often extend more than thirty (30) feet from the edge of the roadway, requiring both spray bar and hand gun applications.
When the description of work requires weed control of a stated species, such as teasel, the chemical shall be applied only to locations where the stated species is present. When the description of work requires general weed control within a bed or area, such as broadleaf weed control in turf, then the chemical shall be applied to the entire bed or area.
