The project extends 1,942.11 feet (0.37 miles) from Southwest Highway to Ridgeland Avenue and includes curb and gutter removal and replacement, hot-mix asphalt surface removal, Portland cement concrete (PCC) sidewalk removal and replacement, driveway removal and replacement, hot-mix asphalt binder and surface courses, pavement striping, pedestrian signal improvements, landscaping restoration, and associated collateral work. Electronic bids must be submitted to the iCX (Integrated Contractors Exchange) system no later than 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. Construction cannot begin before May 1, 2027, due to coordination requirements with a planned utility project by the Village involving water main replacement at Nashville Avenue and Barnard Drive intersections. The contract will be awarded to the lowest responsive and responsible bidder in conformance with state and federal law requirements.
The project is funded through Construction Funds and is classified as a Federal-Aid construction contract subject to applicable federal and state regulations. A Highway Permit Bond in the amount of $20,000 is required for all traffic signal work impacting Cook County right-of-way, with this cost to be included in the contract price. The contractor assumes responsibility for normal maintenance of roadways within the project limits beginning on the work start date and must maintain existing traffic signal installations in proper operating condition, including all associated equipment such as controllers, detectors, and communication systems. Traffic signal construction and maintenance work must be performed by personnel holding current International Municipal Signal Association (IMSA)/Illinois Public Service Institute (IPSI) Traffic Signal Technician Level II certification. All materials must be new unless otherwise specified, and multiple utility companies including AT&T, Comcast, ComEd, Nicor Gas, and Crown Castle have been identified as requiring coordination for facility adjustments or protection during construction. The contractor must contact JULIE (or DIGGER within Chicago) prior to any excavation work and notify IDOT's Electrical Maintenance Contractor at least 72 hours in advance for locating underground electrical facilities.
