The project involves the replacement of the existing bridge deck beams on Royce Road over the East Branch of the DuPage River, located approximately 500 feet west of Illinois Route 53, with a total gross length of 273.43 feet (0.05 miles). The scope of work includes removal and replacement of bridge deck beams, approach roadway resurfacing, temporary detour routes, guardrail installation, seeding, topsoil placement, erosion control, and incidental work as shown on plans. Electronic bids must be submitted through the iCX-Integrated Contractors Exchange system no later than 12:00 p.m. on September 18, 2026, at which time bids will be publicly opened. The contract will be awarded to the lowest responsive and responsible bidder in accordance with IDOT standards and specifications.

The contract specifications incorporate extensive supplemental provisions, recurring special provisions for local roads and streets, and bridge-specific guidelines effective as of January 1, 2026. Pricing for this federal-aid construction contract includes numerous pay items covering traffic control and protection (lump sum), temporary traffic signal timing, debris removal (cubic yards), combination concrete curb and gutter (linear feet), hot-mix asphalt binder and surface courses, removal and disposal of regulated substances, and various other construction elements detailed in the specifications. The project is subject to prevailing wage requirements under the Illinois Prevailing Wage Act, equal employment opportunity provisions, and disadvantaged business enterprise (DBE) participation goals. Available reports including preliminary site investigations, environmental assessments, geotechnical reports, and asbestos testing results can be obtained from Terra Engineering representative David Landeweer. Utility coordination is required with multiple providers including ComEd, Nicor, Comcast, AT&T, Village of Bolingbrook, and Illinois American Water, with a DuPage County Division of Transportation permit (DOT2026-0218) issued through June 25, 2027, requiring temporary traffic signal timings at designated intersections.

UTILITIES TO BE WATCHED AND PROTECTED

The areas of concern noted below have been identified by following the suggested staging plan included for the contract. The information provided is not a comprehensive list of all remaining utilities, but those which during coordination were identified as ones which might require the Department’s contractor to take into consideration when making the determination of the means and methods that would be required to construct the proposed improvement. In some instances, the contractor will be responsible to notify the owner in advance of the work to take place so necessary staffing on the owner’s part can be secured.

The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

Contract No. 61M61

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT and/or local agency electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor and/or the appropriate local agency electrical maintenance contractor. Additional locate requests will be at the contractor’s expense.

For work on or near IDOT ROW on contracts without an electrical contractor, the Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.
