About this file
This is a Notice to Bidders and Specifications document for Illinois Department of Transportation (IDOT) Contract No. 61M55, a construction project administered by Kane County Division of Transportation in cooperation with the State of Illinois. The project involves construction of a bridge to carry Randall Road over the Canadian National Railway, reconstruction and realignment of the Hopps Road intersection, additional through lanes on Randall Road, and construction of a shared-use path, along with associated infrastructure including storm sewers, water mains, curb and gutter, sidewalks, traffic signals, and lighting. The project is located in the City of Elgin and Village of South Elgin, Kane County, spanning from Stearns Road to 2,300 feet north of Hopps Road along Randall Road, 800 feet west of Randall Road to Walnut Creek Drive along Hopps Road, and 450 feet west to 400 feet east of Randall Road along Gyorr Road, with a total length of 8,894.98 feet (1.68 miles). Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system prior to 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. The contract will be awarded to the lowest responsive and responsible bidder in conformity with the terms and conditions established by the Department.
The contract includes numerous supplemental specifications, recurring special provisions, and bridge special provisions that govern construction requirements including hot-mix asphalt mixture design and production, Portland cement concrete pavement, storm sewer installation, traffic signal installation, lighting systems, and utility relocations. Significant utility work requires coordination with multiple providers including ComEd, AT&T, Nicor Gas, Comcast, Verizon, and municipal water departments, with estimated relocation durations of 150 to 180 days across multiple construction stages. Commonwealth Edison requirements prohibit certain construction activities on ComEd property and mandate environmental oversight for wetland areas. Two interim completion dates are specified with daily monetary deductions of $2,500 for failures to meet stage deadlines: Stage 1A requires closure of the west leg of Gyorr Avenue for 14 calendar days, and Stage 2 requires closure of the east leg of Gyorr Avenue for 14 calendar days. The project is funded through Construction Funds and federal-aid resources, requiring compliance with federal and state certifications and regulations. The contractor must provide qualified personnel including a Hot-Mix Asphalt Level II Quality Control Manager, Level III technicians for mix design, and Level I technicians for testing and sampling.
