The project involves reconstruction of Weber Drive from Central Road to Illinois Route 62 (Algonquin Road), spanning 3,165.5 feet (0.60 miles). The scope of work includes earth excavation, pavement removal, storm sewer construction, aggregate subgrade improvement, hot-mix asphalt (HMA) roadway pavement, concrete curb and gutter, Portland cement concrete (PCC) sidewalk and multi-use path, ADA-compliant ramps with detectable warnings, driveway removal and replacement, drainage and utility structure adjustments, erosion control measures, thermoplastic pavement markings, parkway restoration, and traffic signal and accessible pedestrian signal (APS) improvements. Electronic bids must be submitted to the iCX (Integrated Contractors Exchange) system no later than 12:00 p.m. on July 31, 2026, at which time bids will be publicly opened. The contract will be awarded to the lowest responsive and responsible bidder. The contractor must notify the Engineer at least 72 hours before beginning work and maintain one northbound drivable lane on Weber Drive at all times during construction, with specific sequencing requirements divided into three stages: storm sewer construction, roadway and curb construction, and final restoration.

The contract specifies detailed construction work periods from 9:00 a.m. to 7:00 p.m., with no work permitted on Sundays or legal holidays. Utility relocations are required, with estimated durations of 30 days for Pre-Stage and Stage 1 activities involving AT&T, ComEd, and Nicor Gas facilities. The contractor is responsible for dust control watering, temporary patching, concrete truck washout facilities, and traffic control for arterial roads. Multiple supplemental specifications and special provisions apply, including requirements for hot-mix asphalt mixture design verification, traffic signal installation by IMSA/IPSI certified technicians, and compliance with Illinois environmental regulations regarding regulated substance removal and disposal at two specific locations: the intersection of Weber Drive and Algonquin Road, and the intersection of Weber Drive and Central Road. Payment terms include lump-sum pricing for traffic control and protection, unit pricing for various construction items, and partial payment schedules for temporary access (60% upon construction, 40% upon removal).

STATE OF ILLINOIS

SPECIAL PROVISIONS

The following Special Provisions supplement the "Standard Specifications for Road and Bridge Construction", adopted January 1, 2022 (hereinafter referred to as the "Standard Specifications"); the latest edition of the "Illinois Manual on Uniform Traffic Control Devices for Streets and Highways" and the “Manual of Test Procedure of Materials” in effect on the date of invitation for bids; and the "Supplemental Specifications and Recurring Special Provisions", indicated on the Check Sheet included herein which apply to and govern the construction of the reconstruction of Weber Drive, Section No. 21- 00126-00-PV, Job No. C-91-122-23, Contract No. 61K85, in the City of Rolling Meadows and Village of Arlington Heights, Cook County, Illinois and in case of conflict with any part or parts of said specifications, said special provisions shall take precedent and shall govern.

LOCATION OF PROJECT

This project is located in the City of Rolling Meadows, Cook County. The project limits along Weber Drive are from Algonquin Road (IL 62) to Central Road. The project has a total gross and net length of 3,165.5 feet (0.60 miles).

PROJECT DESCRIPTION

The work consists of earth excavation, pavement removal, construction of storm sewers, aggregate subgrade improvement, HMA roadway pavement, combination concrete curb and gutter, PCC sidewalk and multi-use path, ADA ramps with detectable warnings, driveway removal and replacement, drainage and utility structure adjustments, erosion control, thermoplastic pavement markings, parkway restoration, traffic signal and APS improvements and all incidental and collateral work necessary to complete the project as shown on the plans and as described herein.

CONTRACT SEQUENCING

The Contractor shall notify the Engineer at least 72 hours in advance of beginning work.

At no time shall residents or business owners be kept out of their driveway over a weekend or holiday as defined in Article 107.09 of the Standard Specifications.

Work shall be scheduled so that it is continuous on Weber Drive. The Contractor and approved Subcontractor(s) shall, at all times, employ and provide sufficient labor, tools, equipment, and other incidental items for prosecuting the work to full completion in the manner and time required by the contract.

CONSTRUCTION WORK PERIODS

Construction operations shall be completed in accordance with Article 107.09 of the Standard Specifications. All work shall be confined to the period beginning at 9:00 AM and ending at 7:00 PM (Rolling Meadows, Ord. No. 07-42, § 2, 11-27-2007). No work shall be done on Sundays or legal holiday periods as defined in article 107.09 of the Standard Specifications.

Suggested Construction Sequencing

The Contractor shall be prepared to discuss the project sequencing along with the project schedule at the preconstruction meeting and recommend any changes to the below plan.

Changes to the suggested sequencing may cause temporary work in order to perform the improvements as proposed. Any additional temporary work other than what is outlined in the current plan/bid documents will not be paid for separately but would be included in the cost of the item requiring the temporary work.

General Parking will not be allowed on Weber Drive during the construction of the proposed improvements. The Contractor shall erect No Parking signs along both sides of the roadway. The Contractor shall maintain access to all driveways and side roads at all times, except for periods of time as noted in these special provisions. One northbound drivable/passable lane shall be available at all times on Weber Drive. A detour plan is provided in the plans for southbound traffic.

The Contractor shall water the aggregate subgrade, as directed by the Engineer, to control dust. This work will be paid for separately as Dust Control Watering.

Stage 1 – Storm Sewer Construction When storm sewer laterals are being installed, traffic shall be maintained through the use of flaggers in accordance with IDOT Highway Standard 701501. A quantity for Temporary Pavement has been included for patching the existing pavement, as directed by the Engineer. The Contractor shall only remove the pavement necessary to construct the storm sewer and structures. Pavement removal beyond what is necessary to construct the storm sewer and structures will not be allowed in this phase. The Contractor shall backfill all trenches with Trench Backfill as shown in the plans.

One-way northbound traffic shall be maintained on Weber Drive during this stage.

Flaggers shall be on site during working hours to direct traffic. Access to driveways and sideroads must be accessible at the end of each workday. At the discretion of the Engineer, Type III barricades shall be erected on side streets to limit/remove access to Weber Drive.

Stage 2 – Roadway, Curb & Gutter, Driveway Aprons, Sidewalk This stage includes the construction of all roadway items on Weber Drive including, but not limited to aggregate subgrade improvement, HMA binder, curb & gutter, driveway aprons, and sidewalk. The Contractor shall prepare a sequence of construction for this work and present it to the City for approval.

There shall be an aggregate surface available at the end of each workday to maintain one-way traffic on Weber Drive following pavement removal. Pay items and quantities have been provided for Temporary Access (Private Entrance)/Commercial Entrance) for driveways, and Temporary Access (Road) for side streets. The Contractor shall limit traffic on the newly constructed aggregate subgrade improvement. No resident shall be without driveway access and no sidewalk shall be barricaded or closed for more than seven (7) calendar days unless specifically listed otherwise in the plans or herein. Heavy construction equipment will not be allowed on the finished binder course.

Stage 3 – Final Restoration/Tree Planting/Final Surface & Pavement Markings This stage includes the restoration of parkways and the planting of trees, followed by the final surface course and pavement markings. The detour for northbound Weber Drive will be removed in Stage 3 and the roadway opened to two-way traffic. Two-way traffic shall be maintained through the use of flaggers (in accordance with IDOT Highway Standard 701501) while workers are present.
