About this file
This is a Change Order Notice issued by the Illinois Department of Transportation's Chief Procurement Office for General Services, documenting an amendment to the State Safety Oversight Agency (SSOA) contract (B-54032) with the Chicago Transit Authority oversight program. The change order authorizes additional funding to enable the vendor to continue providing rail transit safety technical expertise, planning assistance, training, administrative services, and oversight activities for the Illinois State Safety Oversight Agency Program in compliance with Federal Transit Administration regulations, including 49 CFR Parts 672, 673, and 674, and the Moving Ahead for Progress in the 21st Century (MAP-21) Act. The amendment was necessitated by Special Directive 261 issued by the FTA in March 2026, which required immediate corrective actions to address systemic deficiencies in IDOT's oversight of CTA rail transit operations and mandated a comprehensive Safety Management Inspection to identify underlying causes of persistent safety issues.
The change order increases the contract scope by 21,450 labor hours across multiple positions for the remainder of the contract term to accommodate the expanded requirements stemming from FTA directives. This amendment to the final renewal term represents a material change that exceeds the $25,000 threshold requiring publication on the Bulletin/BidBuy for 14 days in accordance with Illinois Procurement Code Section 33E-9. The change order is deemed germane to the original contract as signed, with the increased labor hours directly attributable to the newly imposed federal compliance and corrective action requirements. A detailed justification for the increase to the SSO Support Contract is attached to the change order notice, providing comprehensive explanation and breakdown of the additional resource requirements.

| thedetails: This an amendment to contract renewal to add funds to allow the Vendor continue to provide rail transit safety technical skills, as well as planning assistance, training, administrative, and oversight activities for the Illinois State Safety Oversight Agency Program (IL-SSOA) in accordance with the Federal Transit Administration (FTA) regulations set forth in 49 CFR, Parts 674, 673, 672 and the Moving Ahead for Progress in the 21st Century (MAP-21), in 49 U.S.C., Section 5329, Public Transportation Safety Program. |
The Federal Transit Administration (FTA) has issued a series of directives intended to strengthen the Illinois Department of Transportation’s (IDOT) State Safety Oversight program for the Chicago Transit Authority (CTA). Most recently, in March 2026, Special Directive 26‑1 required immediate corrective actions to address systemic deficiencies in IDOT’s oversight of CTA rail transit, accompanied by a comprehensive Safety Management Inspection to determine the underlying causes of these persistent issues. Collectively, these directives have resulted in an increase of 21,450 labor hours across multiple positions for the remainder of the contract.
See attached Justification for Increase to SSO Support Contract for detailed explanation and breakdown.
