SOLE SOURCE JUSTIFICATION
Vessel Vanguard Software Data Population for Seneca Lake Facility
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Ranges, Engineering, and Analysis Department (Code 70) provides a full spectrum of technical and engineering services and resources for both internal NUWCDIVNPT customers as well as external U.S.
Government, Foreign and industry customers. In support of its research, development, test and evaluation mission, Code 70 operates a unique technical test and evaluation Seneca Lake Sonar
Test Facility (Seneca) in Dresden, NY. This requirement is to implement a software tracking system for scheduled and unscheduled maintenance requirements for the Government testing and operations equipment at Seneca.
The Government is seeking to implement the Vessel Vanguard software system in order to generate a tracking system for required maintenance of Government owned equipment at Seneca.
This requirement will include regular and recurring maintenance requirements for each piece of equipment, as well as a method to track unscheduled events.
Similar services were previously procured in support of the NUWCDIVNPT Narragansett Bay
Test Facility (NBTF) under Seaport task order N00178-14-D-7830/N66604-18-F-3019.

SOLE SOURCE JUSTIFICATION:
Seneca is required to perform maintenance of Navy owned vessels using a maintenance program which meets the intent of OPNAV 4790 (Series – Navy Planned Maintenance System (PMS)).
The NUWCDIVNPT NBTF implemented the commercially available Vessel Vanguard software system in July 2020. Utilizing one program at both facilities streamlines the process by which maintenance is completed and tracked. The Seneca maintenance program must be compatible with the current system in place at the other NUWCDIVNPT Code 70 facility so that the
Government can efficiently track maintenance across both facilities.
Transitioning to a different manufacturer would require redundant efforts at the NBTF to incorporate equipment into a new maintenance program instead of utilizing Vessel Vanguard at both facilities. This redundant effort is estimated to cost the Government at least an additional
$40,000. This includes an estimated one week walk-through with a new company to inspect equipment and two days of onsite training NBTF staff with a new system.
Prior to the implementation at the NBTF in July 2020, Vessel Vanguard was researched and implemented based on meeting the requirements of OPNAV 4790 for a vessel maintenance program. At the time, a market research analysis was conducted of three companies which provide vessel maintenance program software and Vessel Vanguard was determined to meet the requirements OPNAV 4790, provide a user friendly program, and be cost effective.
