III. SINGLE SOURCE
JUSTIFICATION:
The Underwater Sound and Reference Division (USRD), Naval Undersea Warfare Center
Division Newport (NUWCDIVNPT), provides underwater acoustic calibrations and testing for Navy and Industry SONAR systems. USRD houses an Acoustic Tank that makes this testing possible. The Acoustic Tank requires a high pressure piston pump in order maintain the pressure required to complete acoustic testing at pressures from 0 to 2,800 psi. The Acoustic
Tank is pressurized by a primary and back up HAMMELMAN Pump that connects the facilities water supply booster pump to the Acoustic Tank.
Currently the back-up HAMMELMAN pump needs to be replaced due to its age and lack of reliability. The backup pump is a High pressure piston pump that runs 21 gallons per minute (-gpm) @ 5000 psi and is driven by a totally enclosed fan cooled (TEFC) electric motor and drive mechanism. The motor, is a premium efficiency motor -which operates a 3 phase 60 Hz 460V motor with high starting torque capability. The pump, motor, and drive are a self-contained mechanism on a single frame unit measuring 78 X 40 inches with the capability of being lifted by the frame.
USRD is looking to procure the HAMMELMANN High Pressure Pump Type HDP-72 on a Skid
Mount to replace the current backup pump. The backup pump needs to be compatible with the existing piping systems, electric motor control panel and supply booster pump. Having two different pumps would cause compatibility issues with our facility’s pressure and flow rate requirements per Standard Operating Procedure 15-1171C-S01Acoustic Pressure Test Facility
(APTF) REV1. Having a different pump would require two separate sets of maintenance supplies being readily available in case of mechanical failure. This need for extra supplies would cause, inventory and space issues. Also, having two different pumps would require the addition of new maintenance procedures added to the existing facility’s Standard Operating Procedure
(SOP) and as well as added training on both pumps to assure that all personnel are aware of how each pump works. Having two sets of instructions can cause confusion and increases the likely hood of errors when repairing or changing over the pumps. Also, the current supply booster pump used in the facility is matched into the existing Hammelmann pump. Adding a different pressure pump would require reconfiguring the piping systems in the facility and installing an additional supply booster pump. With the addition of the new supply booster pump a new electrical hookup will also be required. This new electrical hook-up would need to be integrated with the electric motor control panel to ensure that the motors, pumps, and valves are all actuated in the proper sequence.
In addition to the above, adding a Pressure Pump other than the HAMMELMANN High
Pressure Pump, would require an extended shut down of the Acoustic Facility putting all testing on hold until the insulation of the new Pressure Pump, electrical system, plumbing system and supply booster pump is completed. The new Pressure Pump and changes to the facility would also require the recertification of the facility by NAVFAC System Certification Authority for
Hyperbaric Facilities under reference SECNAVINST 5400.15D, Department of Navy Research and Development, Acquisition, Associated Life-Cycle Management, and Sustainment
Responsibilities and Accountability and OPNAVINST 11230.2C, Inspection, Certification, and
Audit of Navy Specialized Infrastructure.
