About this file

This is a Statement of Work (SOW)/Performance Work Statement (PWS) for Material Handling Equipment (MHE) rentals, maintenance, and maintenance of government-owned MHE at the Naval Undersea Warfare Center Division Newport's Special Mission Ships Activity Cheatham Annex in Williamsburg, Virginia.

The contract encompasses three primary service categories: (1) rental and maintenance of contractor-provided MHE, (2) diagnosis and repair of government-owned MHE, and (3) facility infrastructure maintenance including battery charging terminal upkeep. All work must be performed at designated warehouse areas (CAD-483, CAD-30, Lot 390) during normal business hours (0700–1500, Monday–Friday). The contractor must maintain a ready fleet of rented MHE compliant with OSHA and manufacturer specifications, deliver equipment within 72 hours for emergent requests, and provide replacement units for leased equipment requiring off-site repair. The government will furnish 17 items of existing MHE requiring maintenance, ranging from 4,000 to 99,000 lbs capacity, including electric, diesel, and LP-powered forklifts with pneumatic or cushion tires. Performance standards require 95% MHE availability for government-owned equipment, 95% on-time completion of preventative maintenance (semi-annual minimum), 48-hour acknowledgment of corrective maintenance call-outs, 72-hour on-site response for required site visits, and two-week mean time to repair for both government and contractor-owned equipment. The contractor must maintain comprehensive service records, provide quarterly status reports, conduct quarterly inspections, ensure runtime-based maintenance after 300 hours of operation, and properly dispose of hazardous waste according to federal, state, and local regulations. Funding is provided through Operation & Maintenance, Navy (O&MN), with applicable documents including NAVSEA technical manuals, OSHA standards, NFPA 70E, manufacturer manuals, and SECNAVINST 11260.2B for weight handling program management.
