About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Undersea Warfare Center Division Newport under the Department of the Navy.
The procurement involves awarding a purchase order on a sole source basis to SyQwest Incorporated for Wide Aperture Array (WAA) OB-122 Outboard Electronics (OBE) bottle repair and recertification services supporting the Hull Sensor Systems Program. The Naval Undersea Warfare Center Division Newport, Code 1535, requires repair and recertification of up to 200 WAA OB-122 OBE units to return them to "Ready for Issue" (RFI) status for fleet operations. The justification cites 41 U.S.C. 1901 as the statutory authority for sole source procurement. SyQwest is deemed the only qualified source due to possessing unique test equipment, quality controls, and custom fixtures required for compliance with government specifications, along with non-transferable capability to tune the CCA2 board with custom equipment and specialized WAA OBE test sets. The document notes that developing alternative sources would cost approximately $230,000 and result in an 11-month schedule delay, which would negatively impact submarine fleet operational readiness and Extended Dry-Docking Selected Restricted Availability (EDSRA) activities. The Government estimates the requirement will be satisfied through 2027, aligning with the completion of WAA OBE obsolescence redesign efforts. A combined synopsis and solicitation notice was published on SAM.gov on 26 June 2026, inviting capability statements from responsible sources. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and approval was granted by the Level Above Contracting Officer.

Text version
The Naval Undersea Warfare Center Division Newport to then initiate a new production order for WAA OBEs.
Based on the above, it is not reasonable to conclude the potential savings from competition can offset the significant duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the government to solicit and award this requirement on a sole source basis.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A combined synopsis and solicitation notice was published publicly on the Government-wide
Point of Entry (GPE), SAM.gov, on 26 June 2026. The notice stated the intention of
NUWCDIVNPT to award a contract on a sole source basis to SyQwest Incorporated. The notice also invited all responsible sources to submit a capability statement for the consideration of the Government.
No additional research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any source other than SyQwest to fulfill this requirement. No challenges were presented to the sole source justification nor alternatives suggested. If a responsible source submits a capability statement for consideration by the Government prior to contract award, it will be brought to the attention of the Competition Advocate.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NUWCDIVNPT has no plans at this time to compete in the future contracts for the types of services covered by this document.
NUWCDIVNPT is currently undertaking a redesign of these services. Upon completion of this redesign effort, NUWCDIVNPT will re-assess whether competition for future requirements is feasible, or if another potential source emerges in the interim.
