About this file

This document is a Past Performance Questionnaire (PPQ), a standard form used to evaluate a contractor's historical performance across multiple service dimensions. The questionnaire provides a comprehensive rating scale from Excellent to Neutral, allowing a reference contact to assess various aspects of a contractor's performance including level of service, implementation, training materials, technical support, billing procedures, and product satisfaction. The form includes detailed rating criteria for each performance category, with sections for rating overall contract implementation, service quality, product usability, and willingness to do business with the contractor again.

The PPQ is specifically associated with the Department of Treasury's Internal Revenue Service (IRS) solicitation for Electronic Research Services (Tax Research Services), with solicitation number 2032H8-24-R-00023. The solicitation seeks to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract under NAICS code 519290 for Web Search Portals and Information Services. Key dates include a question submission deadline of March 24, 2025 at 12:00 PM EST, with proposal submissions due by April 01, 2025 at 12:00 PM EST, to be emailed to Contract Specialist Brian Carter.

PAST PERFORMANCE RATING

Rating Description

EXCELLENT Performance significantly and consistently exceeds contract requirements to the customers benefit. There were no quality, cost or schedule issues identified. Risk to successful performance is very low.

GOOD Performance meets all contractual requirements and exceeds some to the customers benefit. Any performance problems identified were minor and resolved through the contractor’s effective correction actions. Risk to successful performance is low.

SATISFACTORY Performance meets contractual requirements. Performance problems may have been identified that raise doubt as to whether contractor will be able to successfully perform the proposed effort.

UNSATISFACTORY Performance does not meet contractual requirements and recovery is not likely in a timely or cost effective manner. The contractual performance of the element contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

NETURAL In the case of an offeror without relevant past performance or for whom information on past performance is not available; the offeror may not be evaluated favorably or unfavorably. The absence of relevant present and past performance information will result in the assignment of a neutral rating. The contractor has little or no recent/relevant past performance upon which to base a meaningful performance risk prediction.
