About this file
This is a Questions and Answers document clarifying requirements for IHS Solicitation IHS1529286, a Request for Quotation (RFQ) for biological safety cabinets and laminar airflow workstations for pharmacy compounding operations under the Buy Indian Act. The document addresses four key clarifications: (1) delivery schedule has been amended from 30 days to 45 days after receipt of order to align with manufacturer lead times of six weeks; (2) the in-laboratory delivery line item shall include full installation and setup of all equipment, including final utility and exhaust system connections for biosafety cabinets; (3) NSF/ANSI 49 field certification is not required under this solicitation; and (4) the delivery facility has a loading dock available for use with no additional facility access restrictions identified.
Vendors responding to this acquisition must be Original Equipment Manufacturers, authorized dealers, authorized distributors, or authorized resellers with manufacturer warranty and service provided by the OEM. All equipment must be new only—remanufactured or "gray market" items are excluded. Quotations must include a copy of an authorized distributor letter from the manufacturer verifying the vendor's authorization status, as failure to provide this documentation may result in the proposal not being further considered.

Q&A
1. Delivery schedule. Section 4 establishes delivery within 30 days after receipt of order. The manufacturer of the products identified in the Pricing Schedule quotes a standard lead time of six weeks ARO, exclusive of transit. As written, the 30-day delivery requirement appears to exceed what the specified equipment can support. Would the Government confirm whether 30 days is a firm requirement, or amend the solicitation to a delivery schedule consistent with manufacturer lead time?
Government Response:
The solicitation will be amended to establish a delivery schedule consistent with the manufacturer’s lead time.
2. Installation scope. Section 3 states that installation is required. The Pricing Schedule provides line items for freight to dock and in-lab delivery, but no line item for installation. Would the Government clarify what is included within the scope of "installation" - specifically whether it encompasses final utility connections and setup, and under which line item that effort should be priced?
Government Response:
The in-laboratory delivery line item shall include installation and setup of the biological safety cabinets, laminar airflow workstations, and base stands. Installation shall also include final connections for biosafety cabinets equipped with exhaust systems.
3. Field certification. Will the Government require NSF/ANSI 49 field certification of the biosafety cabinets following installation? If so, is that effort within the contractor's scope, and under which line item should it be priced?
Government Response:
NSF/ANSI 49 field certification of the biological safety cabinets and laminar airflow workstations is not required under this solicitation.
4. Site access. To develop accurate freight pricing, would the Government confirm whether the delivery location has a loading dock, and identify any facility access restrictions applicable to delivery of equipment of this size?
Government Response:
The facility has a loading dock that may be used during the delivery process. No additional facility access restrictions are identified at this time.
