About this file
This is a Questions and Answers document providing draft responses to vendor inquiries regarding a Pak-EDGE/Pack-Edge Unit Dose Prepacking Machine solicitation for the Indian Health Service (IHS) Phoenix Area Office. The Q&A addresses seven key topic areas with specific requirements and clarifications for interested vendors.
The document specifies that the packaging system will process approximately 30 batches per month with an estimated monthly item volume ranging from 300 to 6,000 items, with typical batch sizes between 10 and 200 items per product. The system is limited to oral solid medications only and requires USP Class A packaging materials. Regarding software and system integration, vendors must provide labeling and registration software compatible with Windows 11 and capable of integrating with Pak-EDGE UD Barcode Labeling Software Version 2.0. The proposed solution must support downstream compatibility with Indian Health Service Bar Code Medication Administration (BCMA) software, which is a Veterans Health Administration clinical application used for point-of-service patient care. Vendors are required to identify any compatibility requirements, configuration needs, barcode-labeling constraints, or limitations related to BCMA use. The implementation timeline requires delivery, installation, configuration, and training to be completed within 90 days of contract award, with vendors expected to propose a detailed implementation schedule and identify any dependencies or risks that could affect completion.

Draft Responses to Vendor Questions Solicitation: Pak-EDGE / Pack-Edge Prepacking Machine Purpose: The following draft responses are prepared for use in responding to potential vendor questions regarding the solicitation for a Pak-EDGE / Pack-Edge prepacking machine.
1. Packaging capacity
Question
What is the estimated monthly or annual packaging volume?
The estimated packaging volume is approximately 30 batches per month. Actual monthly item volume will vary based on the product mix and batch size. Based on anticipated batch sizes, estimated item volume may range from approximately 300 to 6,000 items per month.
2. Average batch size
Question
What is the typical batch size per product?
Batch sizes are expected to range from approximately 10 to 200 items per product/batch.
3. Product type
Question
Will the system be used for oral solid medications only, or will liquids also be packaged? If liquids are included, what is the maximum volume per unit dose?
The system will be used for oral solid medications only. Liquids are not included in the intended scope; therefore, no maximum liquid unit-dose volume applies.
4. Stability requirements
Question
Is Class A or Class B packaging material preferred?
USP Class A packaging material is required for this solicitation.
5. Software requirements
Question
Should the system integrate with an existing pharmacy software platform (such as EPIC), or should the vendor provide labeling and registration software?
The vendor should provide the required labeling and registration software. The proposed system/software must run on Windows 11 and must integrate with Pak-EDGE® UD Barcode Labeling Software Version 2.0: Optimal Inventory Management.
6. Distribution system
Question
What downstream distribution systems are currently utilized (for example, Pyxis, Omnicell, Carousels, Omnicell XR2), including any applicable dimensions or compatibility requirements?
The proposed solution must support downstream compatibility with Indian Health Service Bar Code Medication Administration software. BCMA is a clinical application developed by the Veterans Health Administration and has been deployed in the VHA hospital network since 1999. BCMA runs on the same infrastructure as the Resource and Patient Management System and Electronic Health Record. BCMA uses a graphical user interface for point-of-service patient care, including mobile workstations-on-wheels using wireless connectivity or bedside workstations. Indian Health Service and the Veterans Health Administration have an inter-agency agreement supporting IHS use of this application. Vendors should identify and describe any compatibility requirements, configuration needs, barcode-labeling constraints, or limitations related to this downstream BCMA use.
7. Implementation timeline
Question
Clarification on the anticipated implementation timeline for this project, including any expected delivery, installation, and training timeframes.
The requested implementation timeline, including delivery, installation, configuration, and training, is within 90 days of contract award. Vendors should provide a proposed implementation schedule confirming whether this timeline can be met and should identify any dependencies or risks that could affect completion within the requested period.
