About this file

This document is a Responses to Vendor Questions attachment for RFQ No. IHS1524787, Amendment No. 1, issued by the Indian Health Service (IHS) for Public Health Content Development services.

The file clarifies key personnel requirements and qualifications for the lead content creator/graphic designer position. Vendors must reference PWS Section 7.0 for all staffing requirements, as previous references to a Project Manager and Lead Evaluator/Senior Analyst in the Staffing/Management evaluation factor were incorrect and have been removed. The lead content creator/graphic designer must independently meet all minimum qualifications, which include a minimum of five years of health communications experience and at least two years developing and designing culturally relevant materials for American Indian/Alaska Native (AI/AN) communities. Qualifications cannot be satisfied by combining the experience of multiple team members. The government confirmed that relevant experience in curriculum development, training/teaching, health education, content development, and website/digital content design may count toward the five-year health communications requirement when supported by the individual's resume and work examples. This is identified as a new requirement with no incumbent contractor or previous contract number.

Attachment C: Responses to Vendor Questions

Public Health Content Development RFQ No. IHS1524787, Amendment No. 1

Responses to Vendor Questions:

1. QUESTION: Attachment A, Section 7.0, states that the lead content creator/graphic designer must have a minimum of five (5) years of health communications experience, including at least two (2) years developing and designing culturally relevant materials for American Indian/Alaska Native (AI/AN) communities. However, the Evaluation Method under Staffing/Management references a Project Manager and Lead Evaluator/Senior Analyst, including experience with discussion-based exercises, simulations, tabletop exercises, or comparable readiness assessments. These positions and requirements do not appear in Attachment A, Section 7.0. Which key personnel requirements should I use when preparing the quotations. The requirements in Attachment A, Section 7.0, or the Project Manager/Lead Evaluator/Senior Analyst requirements described in the Evaluation Method?

ANSWER: Use the key personnel requirements in PWS Section 7.0. The references in the original Staffing/Management evaluation factor to a Project Manager, Lead Evaluator/Senior Analyst, and discussion-based exercise/readiness-assessment experience were incorrect and have been removed. The revised Staffing/Management evaluation factor now aligns with PWS Section 7.0. Quoters shall use the revised RFQ and PWS when preparing their quotations.

2. QUESTION: May a two-person team collectively satisfy the required qualifications and capabilities, with responsibilities divided according to each individual's expertise?

ANSWER: No. The individual proposed as the lead content creator/graphic designer must independently meet all minimum qualifications. The required qualifications may not be met by combining the experience or qualifications of multiple individuals.

3. QUESTION: For the five-year health communications requirement, may relevant experience in curriculum development, training/teaching, health education, content development, and website/digital content design be considered as health communications experience when supported by the individual's resume and examples of completed work?

Attachment C: Responses to Vendor Questions

ANSWER: Yes. Relevant experience in curriculum development, training/teaching, health education, content development, and website/digital content design may be considered toward the five-year requirement when the experience demonstrates health communications work and is supported by the individual’s resume and examples of completed work.

4. QUESTION: If the two-person team collectively meets the required capabilities, is it necessary for one individual to independently meet every qualification listed for the lead content creator/graphic designer?

ANSWER: Yes. The individual proposed as the lead content creator/graphic designer must independently meet all minimum qualifications in PWS Section 7.0.

5. QUESTION: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current/previous contract number?

ANSWER: This is a new requirement.
