About this file

This is an Addendum #2 to an Invitation for Quotation (IFQ 8300 JRH1027) issued by the City of Austin Fire Department Recruiting Division for Social Media Management Services for Firefighter Recruiting. The solicitation seeks assistance in developing and implementing social media campaigns designed to drive interested potential recruits, with special focus on minority and women candidates. The addendum clarifies key requirements and expectations for prospective proposers by addressing three critical questions raised during the bidding process.

The addendum provides important clarifications regarding qualification requirements, service scope, and budgetary parameters. The City confirmed that experience supporting large-scale public sector audience recruitment campaigns—including workforce development, economic development, tourism promotion, and membership growth initiatives—that demonstrate measurable increases in engagement, website traffic, lead generation, and conversion metrics will be considered comparable to direct fire department recruitment campaign experience. The City clarified that paid media placement and campaign management services are funded separately, typically through other vendors with specialized skills, and should not be included as part of the proposer's pricing. Regarding budget expectations, the City indicated no published budget for fiscal year 2027 is currently available; however, the historical budget range for such services was $15,000 to $25,000 annually, with funding determined based on departmental need rather than a fixed allocation.

Invitation For Quotation

Addendum #2 for IFQ 8300 JRH1027

This Addendum changes documents associated with IFQ 8300 JRH1027. The following changes are incorporated to the subject IFQ:

Questions:

1. Regarding Minimum Qualification 4.1, would the City consider experience supporting large-scale public sector audience recruitment, workforce development, economic development, tourism promotion, membership growth, and other public-facing campaigns that demonstrate measurable increases in engagement, website traffic, lead generation, and conversion metrics as comparable experience to fire department recruitment campaigns?

Yes, the City will consider experience supporting large-scale public sector audience recruitment, workforce development, economic development, tourism promotion, membership growth, and other public-facing campaigns that demonstrate measurable increases in engagement, website traffic, lead generation, and conversion metrics as comparable experience to fire department recruitment campaigns.

2. Should proposers assume paid media placement and campaign management services are included within the scope of work, with media spend funded separately by the City, or should media spend be included as part of the proposer's pricing?

Paid media placement and campaign management services are funded separately, and often through other vendors with specific skills.

3. If paid media is anticipated, does the City have an established annual media budget or expected spending range that proposers should use for planning purposes?

There is no published budget, and we have not received the Recruiting Division Budget for the 2027 fiscal year so we cannot give a hard budget. We are funded based on department need. Past budget range was 15-25 thousand per FY.
