About this file
This document is an Addendum to an Invitation for Price Quote (IFPQ) issued by the California Department of Transportation (Caltrans) for drinking water testing services in Alpine, Amador, Calaveras, Tuolumne, Mariposa, Merced, and San Joaquin Counties. The addendum revises the Scope of Work and Price Quote Proposal, extends the bid submission deadline to September 24, 2024, and provides responses to several bidder questions. The services will commence on November 1, 2024 or upon approval by the Department of General Services, and expire on October 31, 2027.
The revised Scope of Work details the sampling and testing requirements at multiple Caltrans facilities, including frequency of bacteriological, chemical, and regulated contaminant testing. The not-to-exceed cost for this IFPQ is $250,000, with a budgeted amount of $200,000. Bidders are not required to possess an Environmental Laboratory Accreditation Program (ELAP) certification, but the testing lab must have a valid ELAP certification. The current contractor is unknown as this is a new service.

CAL-TRANS WESTLEY ROADSIDE REST AREA WATER SYSTEM- NEW DOMESTIC
WATER SUPPLY PERMIT (NO. 01-10-17P-008)
Dear Mr. Shelton, The State Water Resources Control Board, Division of Drinking Water (hereinafter "Division"), is issuing a new permit (No. 01-10-17P-008) to the Cal-Trans Westley Roadside Rest Area Water System ("Westley Roadside"). This permit will supersede the existing permit (No. 94P-002) issued by the Division. Westley Roadside submitted a permit application dated November 21, 2016 to reflect the use of sodium hypochlorite (12.5%) for continuous chlorination at Interchange Well. There have been many changes to Westley Roadside's Water System and in the regulations governing drinking water systems since the issuance of the last permit.
Therefore, a new permit is needed to reflect these changes. The new permit, along with an engineering report is being sent to you under cover of this letter.
Please acknowledge in writing by July 31, 2017, receipt of this permit and your willingness to comply with the permit conditions. Note that this permit supersedes all previous permits issued by the Division to the Cal-Trans Westley Roadside Rest Area Water System.
This permit contains an all-inclusive list of permit provisions and supersedes the provisions contained in all previous permits.
The Water System to whom a permit is issued may file a petition with the State Water Resources Control Board (State Water Board) for reconsideration of the decision to issue the permit. Petitions must be received by the State Water Board within 30 calendar days of the issuance of the permit. The date of issuance is the earlier of the date when the permit is mailed or served. If the 30th day falls on a Saturday, Sunday or state holiday, the petition is due the following business day. Petitions must be received by 5 p.m. Information regarding petitions may be found at:
http://www.waterboards.ca.gov/drinkingwater/programs/petitions/index.shtml
If you have any questions regarding this letter, or the attached permit and permit engineering report, please contact Rakel Hairabedian by email at Rakel.Hairabedian@waterboards.ca.gov or by phone at (209) 948-3816.

II. INVESTIGATION AND FINDINGS
2.1 SOURCES OF SUPPLY
2.1.1 GROUNDWATER SUPPLIES
Westley Roadside's water supply is obtained totally from 1 active groundwater well listed in the table below.

Comments
15HP submersible pump, water lubed
The original well drilled at the site had nitrate concentrations that exceeded the Maximum Contaminant Level (MCL) for nitrates. As a result, a new well was drilled in 1992 on Caltrans property located about 1.6 miles north of the rest stop. The system operator indicated that the last video camera inspection of the original well indicated that the well suffers from a collapsed casing problem, possibly due to the earthquake activity in the area. A new septic tank leach field system has been constructed roughly 300 feet to the west of the original well site. The original well was properly destroyed in early 2003.
The Interchange Well was drilled in 1992 to a depth of 930 feet. The carbon steel casing is 8 inches in diameter. The 8 inch casing extends 12 inches from the top of the well to a depth of 925 feet below the ground surface, and pumps about 55 gallons per minute. The well is gravel packed and has an annual seal that is 50 feet deep. The material of the annual seal is unknown. The Interchange well is equipped with 15 HP water lubricated, submersible Gould pump with a capacity of 55 gpm.
A Well Data Sheet is included in Appendix C.
DRINKING WATER SOURCE ASSESSMENT AND PROTECTION (DWSAP)
A DWSAP was completed in January 2002 for the Interchange Well.
The Interchange Well is considered to be most vulnerable to the following activities not associated with any detected contaminants:
• Historic gas stations
• Septic systems
• Agricultural wells
• Machine shops
2.1.2 ADEQUACY OF SUPPLY
Normally, systems are sized to meet maximum day water demands. Peak hour demands in excess of the system output are met by the distribution system storage tanks. Westley Roadside's one well has a source capacity of 55 gpm. The maximum amount of water that can be produced by the well is greater than the highest maximum day demand of 40.3 gpm experienced in recent years. Westley Roadside's water system has adequate source capacity to meet maximum day demands.
Looking at the system as a whole since 2012, the highest maximum day demand (MDD) was 40.3 gpm in 2012. The highest peak hour demand (PHD) was 60.5 gpm in 2012. The PHD can be estimated by applying a peaking factor of 1.5 to the MDD, which gives PHD. The MDD and PHD can be met by the total source capacity of the well and the supplemental capacity of the 20,000 gallon distribution storage tank.
2.2 TREATMENT
2.2.1 GROUNDWATER
Chlorination
Westley Roadside uses ANSI/NSF Standard 60-certified 12.5% sodium hypochlorite for • disinfection. The sodium hypochlorite is purchased from Multi-Chlor. The sodium hypochlorite is purchased in 8 gallon containers. The disinfection equipment consists of a LMI, 0.8 gallon per hour (gph), metering pump, a 50 gallon polyethylene chemical storage container for the sodium hypochlorite, and a HACH CLF10SC chlorine analyzer. All of the sodium hypochlorite equipment is stored in an insulated and ventilated shed to keep it from being exposed to the sun.
The water is disinfected upstream of the storage tank before it goes to distribution.
Westley Roadside injects the sodium hypochlorite dilution at 2.0%. Maintenance includes weekly checks of the chlorination equipment to assure that it is working properly. Calibration of the equipment occurs on a monthly basis. Distribution chlorine residuals are taken when the distribution samples for northbound and southbound are conducted.
Spare pump parts and equipment is maintained at the storage tank facility. Westley roadside maintains chlorine residual in the system between 1.5 - 2.0 mg/I.
A Disinfection Data Sheet is included in Appendix D.
2.3 STORAGE
2.3.1 STORAGE
The table below summarizes Westley Roadside's storage facilities:
Summary of Ground Water Sources Source Type Capacity Comments
Tank 1 Steel 20,000 gallons Above Ground Storage Tank
Tank 2 Steel 4,460 gallons Pressure Tank
Since the well is at a considerable distance from the rest stop, a 15-horsepower well pump takes the water from the well to a 20,000 gallon water storage tank. This tank is above ground and stores the water at ambient pressure. A set of two 7.5-horsepower pumps boosts the pressure of the water and maintains pressure in the distribution system through a conventional 4,460 gallon pressure tank. As the pressure in the system drops, one booster pump begins pumping. If the demand is such that the pressure continues to drop, the second booster pump also begins pumping. The water is supplied to normal restroom facilities and drinking fountains. Some water is also used for landscape irrigation during the drier part of the year.
The above ground 20,000 gallon storage tank and the 4,460 gallon pressure tank were constructed in early 2003. These new tanks replaced the old steel pressure tank ( severe corrosion problems) and the old concrete underground storage tank. The rest area should keep records of maintenance performed on the water system. This includes dates and methods used for cleaning the tank, as well as dates, locations, materials, and quantities of piping installed or replaced. A Reservoir Data Sheet is included in Appendix F.
Storage tank and pressure tank were cleaned in December 2016.
2.3.2 PRESSURE ZONES AND WATER MAINS
The rest area water system is operated as a single pressure zone. The well pumps into the new 20,000 gallon above ground storage tank. Subsequently, the two 7.5 HP booster pumps transfer water to the rest stop facilities on both sides of the highway through the pressure tank.
