About this file

This document is a Request for Information (RFI) issued by the U.S. Air Force on 16 November 2021 seeking market research for the AN/APX-119 Identify Friend or Foe (IFF) system contract. The RFI seeks to identify potential sources for production, repair, technical support, engineering services, and data for multiple National Stock Numbers (NSNs) related to the IFF system, with a maximum security clearance of secret and foreign participation allowed. Raytheon Technologies is currently the sole source contractor for this non-commercial item.

The RFI requires interested contractors to submit a Contractor Capability Survey by close of business 16 December 2021, detailing their business information, technical capabilities, repair experience, quality assurance processes, and capacity to support the IFF system. Both large and small businesses are encouraged to participate, with specific interest in small business set-asides, joint ventures, and teaming arrangements. The future solicitation (FA8540-25-R-B004) will have a period of performance including one 12-month basic period and four 12-month ordering periods, focusing on critical aircraft safety systems mandated by the FAA for all aircraft operating in U.S. airspace.

Precision strike, ISR, mobility, and rescue aircraft platforms depend on Identify Friend or Foe (IFF) to maintain safety in flight. Every operational aircraft platform in the USAF inventory has an IFF system installed. The FAA has mandated that all aircraft flying within US air space must have IFF MODE 5 installed and operational to legally traverse this space. The AN/APX-119 IFF system has been the system of choice for most USAF platforms since it’s release in 2002.
