1.0 Description of Services: This Performance-Based Work Statement (PWS) establishes a Corporate Contract for the production, repair, spare part manufacturing, technical support, engineering services and data applicable to the associated National Stock Numbers (NSNs). The period of performance will include one (12-month) Basic and four (12-month) Ordering Periods from the date of award. The Contractor shall ensure all items meet the Original Equipment Manufacturers (OEM) specifications and shall provide the NSNs to the government in the desired time frame. The contractor shall adhere to delivery schedules and provide on-time delivery of routine and expedited critical repairs in accordance with (IAW) the negotiated timeline on the contract. The contractor may cannibalize reparable assets as necessary to accomplish repairs. The contractor shall segregate US and FMS resources for Cannibalization. Resources associated with requirements from other countries shall not be interchanged or substituted for piece parts or spares used to repair Government assets. All cannibalization actions must be approved by the government Procurement Contracting Officer. The contractor shall maintain a Counterfeit Prevention Plan that ensures all measures are taken to prevent counterfeit parts from entering the USAF/DoD supply chain. The Government maintains the right to review the Counterfeit Prevention Plan/Policy upon request. The contractor shall accomplish a Notice of Revision (NOR) informing the government of all configuration changes prior to implementation. Timely and accurate reporting of repair status shall be conducted through CAVAF. Performance metrics will be used to identify areas that may be candidates for process improvements. The contractor shall notify the cognizant contracting officer and/or the cognizant program manager of all reportable mishaps or incidents associated with DOD property covered under this contract. The long-term goal of this PWS and subsequent corporate contracts are to maximize the operational availability and reliability of systems and hardware while minimizing government logistics support investments required to achieve desired system life cycle with predictable and affordable sustainment costs for the Air Force. Task order proposals must be submitted on or before the date identified on the formal request for proposal (RFP) and contract data requirements listed (CDRL) items shall be submitted IAW the time period delineated on the DD Form 1423. Contractor’s submitted task order proposal should meet standards established in the Air Force Proposal Adequacy Checklist and all quality control methods shall meet or exceed requirements outlined in this PWS. This effort will significantly improve delivery times and lower total cost to the Government. All production, spares/buys, repairs, and engineering services CLINs that do not have established prices shall be ordered via bi-lateral orders and will require separate proposed prices.

1.1 Spares/Buys: The Contractor shall manufacture all items/materials in accordance with Contract requirements and OEM design documentation for items/materials required.

1.2 Repair : The Contractor shall provide the necessary labor, procured materials, parts, facilities and equipment required to analyze, troubleshoot, repair, overhaul and test assets, assemblies and/or parts that are maintained or repaired under this contract. This includes alignment, adjustment, calibration, testing, movement, storage and reporting status related services to the repair and return of items to the users. Both LRU and SRU test equipment shall be available to perform testing during in-plant depot repairs for the length of the contract. Work performed under this work specification includes all actions necessary to return a reparable item to a serviceable condition. All items shall be repaired to meet the requirement of the associated specifications and shall successfully pass the associated ATPs prior to being returned to the government. The contractor ISO 9001:2008, Quality Management Systems or equivalent approved repair processes shall ensure that all repaired hardware meets the same performance standards as the original units to ensure that form, fit, function, and interface are maintained for the length of the contract. Any item input for repair shall be output to the approved and qualified configuration as specified in each delivery order. If available, the contractor is authorized to use Shop Replaceable Units (SRU) to expedite the repair/return of a compliant unit. After cannibalization action occurs, the contractor will be responsible for the replacement of the removed/defective parts used for the cannibalization action; the contractor is responsible for bringing the cannibalized asset back to its pre-cannibalized state at no additional cost to the government. At repair completion, the Government will attain title to the replacement SRU assets and the Contractor shall attain the title to the returned/failed SRU assets. The extent of repair required to a SRU/LRU/TRU shall be determined by the required disassembly, bench test, system test, inspection, and any required calibration to ensure the repaired item efficiently performs its designed function. The Contractor shall certify that these items are tested and inspected to the Original Equipment Manufacturer (OEM) standards. Repaired items shall be returned to serviceable condition unless approval has been granted for condemnation or deemed beyond economical repair (BER) by the Procuring Contracting Officer (PCO). The contractor shall provide an Integrated Master Schedule for all reparable assets to the Production Management Specialist (PMS) or as otherwise specified in the task order. The Contractor shall have no more than three validated product quality deficiency reports per 100 units produced. The Contractor shall submit request for engineering change proposal(s) and notify the Government of all changes, including substitute parts through a NOR within 10 calendar days. No changes or revisions will be implemented unless approved by the Government. The Contractor shall complete all necessary actions to restore the item(s) to “serviceable” or “A” condition. “Serviceable” or “A” condition is defined as an asset that has been repaired and successfully completed Acceptance Testing. All repair actions performed on equipment without valid warranty must be accomplished IAW paragraph 1.3.10 of this Performance Work Statement.

1.3 Engineering Services: The contractor shall provide firm-fixed price engineering support to assist Government entities in resolving technical issues resulting from the integration of the AN/APX-119 equipment. Registration Authority): A "Medium Token Assurance" certificate is a hardware based certificate, and is stored on a FIPS 140-2 Level 2 or higher cryptographic device (either a Smart Card or a USB device). This is a portable certificate and can be used on any computer where the utilities drivers have been installed. A Medium Token Assurance certificate is a higher assurance level certificate than a software based certificate. Identity proofing must be done in- person, but can be performed by an ECA Registration Authority, Trusted Agent, Notary, or Authorized DOD Employee (outside the United States).

3.3.2 Reports generated from the Commercial Asset Visibility Air Force (CAVAF) data system will be reviewed by HQ AFMC and AFLCMC/WNY. Noncompliance of CAVAF reporting will be addressed and documented at Program Management Reviews (PMRs) or at separate meeting(s) as designed by the Government Program Manager. The contractor shall enter the receipt of all government property upon arrival within one day of receipt. Accountability of all government items at the contractor's facility shall be visible for tracking in CAVAF. Reporting shall ensure accountability for Government Furnished Material (GFM), In-Transit, and repairable GFM. Non-supported NIINs, NIINs that are not on contract, and misidentified assets shall be returned to the sending agency at government expense. Collected metrics will used to document performance. The Contractor shall notify the Government of any personnel changes impacting supplier reporting performance. Any delayed entries shall not exceed three working days and no more than one late entry per Performance Assessment Report (PAR) will be acceptable.
