If a contractor is not going into the facility, just in between the two fence lines, can the contractor just have a NCIC form clearance for the project? The concern is if an employee gets sick or quits and we would need to do the HSPD-12 security clearance for a new employee it may cause a delay in the project due to the 3 weeks it will take for the clearance.

ANSWER: Yes, all contractors will have to comply with HSPD-12.

What spacing is required for ground rods? How often are we to attach to fence posts?

ANSWER: Will depend on Earth Resistivity Study.

10b. Spec mentions air terminals. Are we to install air terminals on the fence posts? If so, how often? Are we connecting this Ground Ring to each building? Spec calls for a test well to be located at the service entrance to each building.

ANSWER: No air terminals, remove from guidelines.

10c. The spec states we are to coordinate with the roofing contractor the installation of the lightning protection system. Are we installing lightning protection on the buildings? The spec calls for a master label for the lightning protection on the fence. I believe everything inside that fence needs lightning protection in order to get master label. What is the location of these zones? What is the maximum length of the zone? Is it possible to get drawings showing the proposed layout of zones? A one-line wiring diagram? A scheme of the wiring required for the system? The spec includes Free Standing Enclosures. Where are you expecting us to use these? I assume the perimeter security system can use similar boxes as the existing system.
