FCC LOMPOC – REPLACE ROOFS – PHASE I
PROJECT 6A1S QUESTIONS
SOLICITATION IFBP06171200001 – (as of 12/2/2011)
Below are all questions submitted by contractors interested in the above referenced project.
SUBMITTED BY: REVA MURPHY ASSOCIATES
1. Has ACM and TCI testing been performed on the roofs in question? If so, what were the results? What were the concentrations of hazardous materials found and in what locations? If not, should bidders include the cost of testing in the proposal pricing?
CLARIFICATION: The roofs have not been tested by the design architect.
2. What is the average thickness of the existing built-up roofing and rigid insulation? Beneath the EPR membrane, are there multiple roofing systems? If yes, how many?
CLARIFICATION: The original drawings are dated 1945 indicate 1” rigid insulation & built-up roofing. No information is available as to the number of times these roofs have been reroofed. The last reroof was installed using EPR membrane over the existing gravel, built-up and rigid insulation. It is unknown what the average thickness of the existing built-up roofing and rigid insulation thickness or if there are multiple roofing systems under the EPR membrane.
3. Addendum to FAR 52.236-14 on page 16 of the solicitation notes that restroom services will be provided for contract employees. Where will these restrooms be?
CHANGE: The contractor selected for award must provide their own portable restrooms.
4. Cables are run in cable trays in various locations on various roofs: along the south edge of the corridor roof from the west end of Building B1 through Building A; along the north edge of the corridor roof adjacent to the high portion of Building R; along the south edge of the corridor roof from the west end of Building M through the east end of Building O; and along the north edge of the corridor roof along Building I. A conduit runs on the south edge of the corridor roof along the open area between Buildings N and M; another conduit runs on the north edge of the corridor roof from the expansion joint by Building G1 through to Building R. Loose cables lie in two runs across the roofs at the east end of the corridor, heading towards the roofs of Buildings J and K; more loose cables run along the east and west edges of the Building M roof. A conduit crosses the Building O4 roof from north to south to a speaker mounted on the south elevation of that building. None of this electrical installation is shown on the demolition drawings. Are these cables and conduits live? If so, is it the contractor’s responsibility to relocate these during roofing activities? If not, is it the contractor’s responsibility to demolish them?
CLARIFICATION: Contractors shall temporarily support or relocate conduit as needed.
5. Please provide approximate building heights for the buildings in scope.
CLARIFICATION: See attached Building Height Spread Sheet.
6. For bidding purposes, please confirm estimate given during pre-bid conference that we are to expect approximately 30 minutes for security procedures at both beginning and end of day.
CLARIFICATION: Yes, on average.
7. Which gate(s) will contractors be permitted to use?
CLARIFICATION: Contractors will access site through the rear sally vehicle gate.
8. During the pre-bid conference, it was stated that dumpsters placed in certain areas of the facility would have to be taken out at the end of every shift. Please specify what areas of the facility this applies to. Plans do not specify which areas are open to inmates, so if possible please kindly use cardinal directions and building names (“west of Building I,” etc.).
CLARIFICATION: Dumpster locations will be determined at Pre-Construction Meeting. Dumpsters will not be required to be removed from the site daily however; any dumpster removed from the jobsite must remain secured in the rear sally port until the next working day before it can be picked up and disposed of.
SUBMITTED BY: TREMCO, INC.
1. Can we submit and equivalent system from a manufacturer other than those called out in the specification?
If so are there any changes in the submittal process?
CLARIFICATION: It states in the Specifications: “approved equal systems acceptable but must meet all requirements for exiting conditions, cited standards, and equivalency to systems specified. “ Contractors must submit their specifications if they submit an equal system.
SUBMITTED BY: PACIFIC TECH CONSTRUCTION, INC.

6. On the top of the corridor, inside the metal casing, there are communication cables running through. Please advise what to do with these communication cables; do we leave how it is or replace the metal casing? If the contractor is required to replace metal casing, does the contractor also furnish and install sleepers that is underneath the metal casing?
CLARIFICATION: Contractor shall temporarily support cable trays as needed.
7. On drawing-A5, there is a small section on the right, 9’-8’’ x 221’, is this strip part of the contract? (See Attached Drawing A5-highlighted section)
CLARIFICATION: The area adjacent and to the east of Auditorium G1 and Gymnasium G2 is part of the scope of work.
8. Plan/drawing for the metal roof system shows drawing of “fiberglass insulation” under the metal deck.
Please clarify if contractor is responsible for replacement of this “fiberglass insulation” or re-use this “fiberglass insulation”.
CLARIFICATION: The scope of work for the Commissary Q Roof includes replacing the existing blanket insulation with fibrous glass blanket insulation with polypropylene facing as specified in Section 07 21 00.
9. Inside the metal roof specification, the acceptable manufactures are “Centria” and “ASC Profiles, Inc.”;
however, can contractors use other manufactures that meet the requirement criteria?
CLARIFICATION: As long other manufacturers meet the basis of design criteria for Centria and ASC Profiles, Inc., it would be up to FBOP to decide to accept a substitution.
10. Please provide accessible route from outside to inside for heavy equipment (forklifts, boom-lift, etc.).
CLARIFICATION: Route will be determined at Pre-Construction Meeting.
11. Please provide existing roofing system information for each building. For example, insulation thickness, number of ply-sheets for built-up roofing system, etc.
12. For shingle roofing system for building Chapel GC, the plan shows installation of 2-layer 2’’ installation then plywood then shingle. Specification does not indicate how to install plywood. Is plywood mechanically fastened with nailer or adhesive? Please clarify.
CHANGE: Revise Sheet Note #5 on Drawing A5 to read as follows: Provide and install new asphalt shingles over 3/8” plywood underlayment over rigid insulation and 4” x 6” pressure treated wood blocking at 24” o.c. over existing concrete roof deck. Block all plywood edges. Attached wood blocking to existing concrete roof deck with ½” Diameter Hilti Kwik Bolt 3 with washer and countersunk a minimum of 1” with 2” embedment in concrete and at 48” o.c. (minimum 2 bolts per piece). Install 3 layers of 2” Polystyrene rigid insulation with adhesive per manufacturer’s recommendations. Attach 3/8” plywood to wood blocking with
#8d galvanized nails at 6”o.c. Edge Nail & #8d galvanized nails 12” o.c. Field Nail. (See revised Details 11/A9

SUBMITTED BY: BEST CONTRACTING SERVICES
1. FAO-0010 indicates an 8 hour work day. At the site visit, working hours were indicated as 7:45 AM to 3:30 PM inclusive of processing time in and out of the facility. Please confirm working hours and indicate if the 7:45 time is start work or start processing and if the 3:30 time is stop work time or be processed out of the facility time. As I currently understand we will be limited to 7.75 hours per day inclusive of processing time.
Please confirm.
CLARIFICATION: FAO-0010 indicates “the Project Representative shall establish the work hour time frames for the duration of the project, subject to approval of the Contracting Officer” While these will likely be the work hours, they cannot be confirmed at this time as we are in pre-award process and the Administrative Contracting Officer is not yet determined.
2. 072200-2.1.B indicates extruded polystyrene (XPS) insulation for sloped areas. Please confirm that the Chapel is the area indicated as “sloped” and the polystyrene insulation will only be installed in this area.
CLARIFICATION: The Chapel roof is the “sloped” roof area and the insulation shall be Polystyrene, extruded cellular type as specified in Section 07 22 00.
3. Please confirm deck type (concrete, wood, etc) at Chapel roof.
CLARIFICATION: The roof deck type at the Chapel roof is 4” thick concrete.
4. 075500-2.1.C indicates tapered insulation. No slope is indicated. Please clarify slope of tapered insulation system.
CLARIFICATION: Roof elevations are indicated at roof high points, roof drains/overflow drains and scuppers.
5. 072200-2.1.C.6 indicates an average R-30 requirement. Please clarify if this R-30 requirement is based on each individual roof area or the project in total.
CLARIFICATION: Per Section 07 22 00/2.1/C.8. : Thermal Resistance: Average over entire roof R-value of 30, but maybe greater to achieve roof slope requirements for drainage.
6. Please confirm deck type at each individual roof section.
CLARIFICATION: All roof decks are concrete, except Commissary Q.
7. 073113 indicates a composition shingle roof for the Chapel roof area and appears to indicate an installation over a wood deck. Please confirm the existing structural deck at the Chapel area, as well as existing insulation thickness and type, if any.
CLARIFICATION: The roof deck type at the Chapel roof is 4” thick concrete. It is unknown if the existing roof is insulated.
8. As indicated in Item 2 above, 072200 calls for XPS insulation over “sloped areas”. 073113 does not reference 072200 as a Related Section. Please clarify if the XPS insulation is to be installed over the Chapel roof and how a nailable substrate is to be incorporated into the roof system, if insulation is required.
Attach 3/8” plywood to wood blocking with
#8d galvanized nails at 6” o.c. Edge Nail & #8d galvanized nails 12” o.c. Field Nail. (See revised Details 11/A9
9. 075200-3.2.D indicates a uniform thickness first layer of insulation followed by tapered insulation to meet a total average R-30. Please clarify:
A. Is the average R-30 to be calculated by roof section or on the project areas in total.
CLARIFICATION: Per Section 07 22 00/2.1/C.6. Thermal Resistance: Average over entire roof R-value of 30, but maybe greater to achieve roof slope requirements for drainage.
B. Is the bottom uniform layer of insulation a requirement of the specification if the average R-30 as modified by [A] can be met without a uniform bottom layer. The drawings appear to indicate a layer of 2” insulation as a minimum, showing an elevation at the drains of 0’-2”
CLARIFICATION: Per Section 07 22 00/2.1/C.5. - Board thickness is a minimum 2” per layer.
10. 075200-3.2.H.4 indicates a minimum 1/8” per foot slope and a minimum ¼” per foot at Valleys. May I suggest that these two slopes are reversed. It is physically impossible to achieve a valley slope of ¼” per foot with a structural slope of 1/8” per foot.
CHANGE: The drawing show a design of a 1/4” per foot slope. Section 07 52 00/H./4. Should be revised to read: Minimum Slope: 1/4 inch per foot.
11. If the slopes as indicated above are reversed and the structural slope is required to be ¼” per foot it may still be impossible to achieve a slope of 1/8” per foot in the new valleys created by the new tapered insulation and crickets. Valley slope will be dictated by the available area or length to install the crickets and may not be large enough to accommodate sufficient length to achieve the 1/8” per foot valley. Can this requirement for valley slope be changed to maximum slope achievable within the spaces allocated?
CHANGE: The drawing show a design of a 1/4” per foot slope. Section 07 52 00/H./4. Should be revised to read: Minimum Slope: 1/4 inch per foot.
12. If the 1/8” per foot valley slope remains it may be necessary to increase the field taper higher than the currently specified ¼” per foot resulting in a total insulation thickness that exceeds available wall and base flashing heights. Please clarify all tapering requirements to verify the spaces available for installation.
CHANGE: The drawing show a design of a 1/4” per foot slope. Section 07 52 00/H./4. Should be revised to read: Minimum Slope: 1/4 inch per foot.
13. Please confirm deck types (wood, concrete, etc.) at each roof location.
CLARIFICATION: All roof deck are concrete, except Commissary Q.
14. Please confirm existing insulation, if any, as to type, thickness and method of attachment. Destructive testing was not allowed at site visit and there is no way to determine existing insulation conditions, typical of Drawings D1 through D8
CLARIFICATION: No information is available as to the existing insulation thickness.
15. Please confirm existing roofing membrane under the polyester system if any, as to type, thickness and method of attachment. Destructive testing was not allowed at site visit and there is no way to determine existing conditions, typical of Drawings D1 through D8
CLARIFICATION: The original drawings dated 1945 indicate 1” rigid insulation & built-up roofing.
16. Will Contractor be allowed to store roofing material, properly secured for wind and weather, on the roof surface at the close of the day.
CLARIFICATION: No.
17. Drawing D1, Items 4 and 5 (typical of Drawings D1 through D8) call for removal of existing drains and drain lines on the interior of the building. No access was allowed at the site visit to review existing conditions and work space availability. Please describe existing conditions, anchorage, size and access to existing piping.
CLARIFICATION: Existing drains are accessible from the interior.
18. Please describe existing spaces for installation of new interior piping as described in various sections, per Drawings A1 through A8.
CLARIFICATION: Existing drains are accessible from the interior.
19. There is substantial cabling on the main corridor roof. Will the contractor be able to temporarily raise existing cable trays without interrupting service?
CLARIFICATION: Contractor shall temporarily support cabling as needed.
20. Will access ladders need to be set up and removed from work areas on a daily basis.
CLARIFICATION: Yes, and removed from site daily and secured.
21. At Sheet A5, Item 12 indicates clean out existing roof drains. Please clarify if this is to mean clean roof debris from drain areas, or provide “snake” type drain cleaning of piping runs, or both.
CLARIFICATION: Clean roof debris and vegetation from roof drain areas.
22. There is a conflict in the various sections of the written specification regarding thickness and type of metal for perimeter flashings. Pre-finished or painted. Thickness of metal. Please clarify metal requirements.
CLARIFICATION: Per Section 09 90 00/3.8/A., Ferrous metal surfaces shall be painted.
CHANGE: Per Detail 5/A9, Counter Flashings shall 24 GA. Galvanized Sheet Metal.
SUBMITTED BY: GRAHM PRUITT INCORPORATED
1. Has the roof been tested for asbestos?
CLARIFICATION: The roofs have not been tested by the FBOP.
2. Section 072200- 2.1C6- Indicates an average R-value of 30 for the tapered insulation. Drawings indicate insulation heights that do not have an average R-value of 30. Drawings insulation heights cannot be achieved using %" in 12" tapered insulation. Several roof will need up to %" in 12" tapered to achieve the heights on the drawings we are recommending that all roofs have1/.l'' in 12" tapered installed and if you want a average R-30 then the starting thickness will change for each area or delete the R-30 average and heights indicated on drawings and install %" in 12" tapered with a starting thickness of 2".
CLARIFICATION: The insulation shall be 2” thick minimum at drainage locations. Provide insulation thicknesses as shown on drawings to achieve the minimum slope of 1/4” per foot to achieve adequate drainage. In most instances this will result in more than an average R-value of 30 overall.
3. Section 0731131.7 Warranty- The manufacture will not provide a warranty due to the roof is not properly vented. Specs call to install two layers of extruded polystyrene and then a layer of W' plywood. The plywood must be vented. Also the plans A9 I 11 & 12 indicates 2 layers of 2" rigid insulation. Extruded polystyrene has an R-value of 5 per inch. You would need 2 layers of 3" to achieve R-30.
CLARIFICATION: The Chapel existing roof deck is 4” concrete, exposed to the interior of the Chapel space.
There is no attic space. Therefore, venting of the roof is not required.
Attach 3/8” plywood to wood blocking with
#8d galvanized nails at 6” o.c. Edge Nail & #8d galvanized nails 12” o.c. Field Nail. (See revised Details 11/A9
4. Section 076000 -1.8 Warranty- Indicates 20-year finish warranty. 2.1Materials- Indicates galvanized then field painting. Warranty cannot be provided.
CLARIFICATION: The 20 years warranty is for the factory-applied finish – Zinc-Coated (Galvanized) not the field painting.
5. 099000-1.9 Warranty- A 20-year warranty cannot be provided.
CHANGE: Section 099000/1.9/A. shall read as follows: Provide 5 year warranty.
6. Plans A-9/5&10- Indicate that a fry SM reglet galv. is to be 20 GA fry doesn't make a 20 GA reglet.
CHANGE: Details 5/A-9 has been changes to show Cap Flashing (coping) on the top of the parapets.
CLARIFICATION: Detail10/A-9, which occurs at concrete wall conditions, calls out for Fry SM Galvanized Reglet but do not indicate a gauge. The counter-flashing is call out as 20 GA galvanized counter flashing. Per Fry’s Product Information SM Galvanized Reglet is 24 Ga.
7. Plans: A-1 Sheet notes 5 & 6 - You are requesting that we install a new main drain and a new overflow drain. All the roofs do not have overflow piping to connect to. Are you requesting that we install the overflow drain to the main drain piping? If you want overflow piping installed to day light please provide drawings to location of day light. We are recommending deletion of overflow drains if connected to main drain.
CLARIFICATION: The intent is to provide a combination roof drain and overflow drain in one set and connect to existing main drain piping.
8. Section 075200- 2.1A4 -The top ply is to be a sheet that has a white Title 24 compliant acrylic surface. This surface is bright white and is impossible to keep that way when installing in cold process adhesive. Workers boots will cause tar marks all over the place due to the tight working conditions on the main corridor roof. From my experience this would cause appearance problems that you would not like. We are asking that you allow a non-coated top ply be installed, When the roof is 100% complete two coats of a Title 24 CRRC elastomeric 100% acrylic coating could then be installed for a bright white surface with no tar marks. Please give us that option.
CLARIFICATION: The manufacturer’s recommendation is to install the non-coat top ply 100% complete on all the roofs. Then install the acrylic coating on all roofs so as not to leave tar marks.
9. Section 0741131.8C- A 20-year weather tight warranty is not available for exposed fastener panel system for both manufactures listed.
CLARIFICATION: Specification Section 07 41 13/1.8. /C. shall remain as part of the scope of work.
Provide a substitution request to meet the twenty year warranty.
10. Sheet A-9- No detail exists for the parapet walls. We are recommending a nailer be installed on the top of the CMU walls with concrete anchors then a standing seam or dive clip coping be installed.
A cleat should be installed on the outside face with exposed fasteners on the inside face. Detail A-9/5 will not work for short parapet walls. No room to install.
CHANGE: Details 5/A-9, 7/A-9, 11/A-9, 12/A-9 & 15/A-9 have been changed to provide Cap Flashings (copings) on top of the parapet walls. (See Details Attached.)
11. Can you tell us what the existing roof that we are to remove consists of? During the walk we noticed that the 9'6" wide lower roof in the east side of G1 & G2 has an unknown thickness of roof insulation.
Do other roofs have insulation under the roof membrane? What is on the chapel roof that is to be removed?
CLARIFICATION: No information is available as to the existing insulation thickness.
12. Please explain the attachment of the plywood on the chapel roof. AS sheet notes #14 indicates wood blocking 24" O.C., is the wood blocking to go vertical or horizontal? The use of a vented cool-vent insulation panel by Hunter Panels could be used. It can be attached using the same low rise foam adhesive that is to be used on the other roofs. The cool-vent would be properly vented Cor-A- Vent InVent at the eave and Cor-A-Vent Ridge Vent at ridge.
Attach 3/8” plywood to wood blocking with
#8d galvanized nails at 6” o.c. Edge Nail & #8d galvanized nails 12” o.c. Field Nail. (See revised Details 11/A9
13. Section 072200 2.1C3- Please confirm that you want 25 PSI. This is a special order item. Normal usage is 20 PSI.
CLARIFICATION: Per Section 07 22 00/2.1/C.3. – Polyisocyanurate Rigid Cellular Foam shall have Compressive Strength of 25 PSI.
