BID CHECKLIST FOR ALL CONTRACTORS – HELPFUL TIPS:
Upon receipt of bids and after conducting the bid opening we are required by FAR 14 to review each bid for MINOR
INFORMALITIES and MISTAKES. A Minor informality is one that is merely a matter of form, not of substance, and must be corrected. Award cannot be made unless these minor informalities are corrected prior to final award review, thus review of your bid before it is submitted is beneficial to all parties.
Please review your bid/documents carefully to verify conformance. I am providing a list of the most common informalities that contractors are asked to correct before final determination can be made for contract award:
1 . BID BOND: Your bid document (SF-1442) and your bid bond must match your CCR Registration and ORCA. ALL
FOUR DOCUMENTS MUST CONTAIN THE EXACT NAME OF YOUR COMPANY. Please do not shorten the title of your company or alter it anyway on your submitted documents. Ensure if you have a “doing-business-as” (DBA) listed in your CCR Registration or ORCA, it is listed on your bid bond and your bid document. I will pull and print your CCR and ORCA upon opening your bid. If the four documents do not match you will be contacted to correct them to reflect the information, thus delaying the award. Please submit them correctly.
2. BID BOND: In addition, your Bid Bond Address for your Surety MUST MATCH the Treasury Circular 570 found at http://www.fms.treas.gov/c570/c570_a-z.html. Please do not submit your bond with the local office that is directly responsible for the contractor submitting the bid. Your bond will be required to be re-issued if the addresses in both the Surety Box at the top of the form, and the Surety A Block at the bottom of the form do not match.
3. BID BOND: Verify before sending your bond - it MUST contain:
- the correct bid opening dated
- the Surety Corporation Liability Limit
- the raised seal for the Principal and the Bonding Company
- the solicitation number
- the title of the solicitation
- the penal sum of the bond (minimum of 20%)
- the required powers of attorney
4. SF-1442 – Solicitation/Offer/Award & Solicitation Document:
- Page 2 - Ensure you enter your total price in block 17
- Page 4 - Ensure you enter your total price in both Unit Price and Amount.
- Page 2 – Ensure you acknowledge all amendments. Submit signed SF-30’s with your bid.
- Page 26 – Do not complete anything in Section (b)(2) – neither needs to be checked
- Page 29 – Ensure you complete fill in all of the blanks with the exact information is requires – to include signature, printed name, and title.
- Page 30 – Ensure you COMPLETE EVERY SINGLE LINE. One empty line will result in your having to resubmit the entire Business Management Questionnaire. Additionally, every reference WILL be checked.
Verify the information before completing the form. If any line is invalid you will be asked to resubmit, thus causing delay in verification and award.
5. CCR and ORCA:
Your firm must be registered in the Contractor’s Central Registration (CCR) and have completed the Online Representations and Certifications (ORCA). Ensure your firm has the North American Industry Classification System (NAICS) Code listed that is appropriate for this procurement. The NAICS code for this solicitation is 238160.
- For CCR, ensure you have 238160 listed and ensure, as this procurement is a small business set aside, that you are certified as a small business
- For ORCA, ensure that you have 238160 listed in FAR Clause 52.219-1 under all sections that apply to you.
And in clause 52.219-1 check off what type of small business you are.
