Roof Repairs

March 22, 2011

On March 22, 2011 a site visit was conducted by Lori Rarig, Supervisory Contracting Officer, at FCI

Schuylkill, Minersville Pennsylvania.

Lori Rarig opened the meeting introducing herself as the person who will be administering the contract.

Then she introduced the following individuals who were present at the meeting.

Lori Rarig, Supervisory Contracting Officer, FCI Schuylkill Chris Rey, General Manager, FCI Schuylkill Blake Mickatavage, Contract Monitor, FCI Schuylkill Todd Rabenstein, Engineer Technician, FCI Schuylkill Lt. Chemley, FCI Schuylkill

Other individuals in attendance are listed on the attached sign-in sheet.

I started the site visit by telling everyone that if there were any questions about the project they would need to be in writing and submitted to Mr. Kruskie at rkruskie@bop.gov by March 24, 2011. And I also mentioned to the contractors that when submitting their bids please do not use the United States Post

Office, because the post office does not deliver to the bid opening location.

Lt. Chemley, then went over security procedures entering and exiting the institution, about bringing in vehicles and using trash dumpsters within the institution was discussed along with tool control. The list of items not to be brought into the institution was gone over to include Firearms, Explosives, Weapons/Ammunition, Recording Equipment, Cellular Phones, Pagers, Narcotics, Marijuana, Alcoholic

Beverages and Camera’s. Lt. Chemley explained that if we had an institution emergency that the contractors would be escorted out of the facility if they were working or would not be allowed in under these conditions. I mentioned that we get a lot of fog here and that contractors would not be allowed in to work on the days we were under fog. I then explained the background paperwork that each individual would be required to fill out prior to working at this facility. Joe Reed, Safety Manager was not available for this meeting but I discussed that FCI Schuylkill was governed by OSHA regulations and that

MSDS Sheets would be required for any chemicals being used on the project.

The contractors where then taken to look at the roofs on the Administration Building and Unit 1. They were given time to take measurements, approximately 45 minutes. Contractors were showed the small part of the roof that consists of docks plank.

At approximately 10:30 the meeting concluded and the contractors were escorted out of the institutions.
