September 13, 2011
On September 13, 2011, a site visit was conducted at FCI Loretto, Pennsylvania, by Ed Krug, Contract Specialist, FCI Loretto. The visit was conducted in an informal forum which consisted of a short meeting between staff and the contractors.
Ed Krug opened the meeting introducing himself as the person who will be monitoring the contract after the contract is awarded. The following FCI Loretto staff members were present:
Edward Krug, Contract Specialist, FCI Loretto Mark Patterson, General Foreman, Contract Monitor, FCI Loretto Lester Weyandt, Electrician, FCI Loretto Tammy Phillips, Captain, FCI Loretto Maryellen Venslosky, Facilities Assistant, FCI Loretto Chrystal Argenbright, Employee Services Manager, FCI Loretto
The following contractors were present:
Michael Nardini, Ty Metal
The site visit meeting commenced at 9:00 a.m. at the Training Center. Ed Krug stated this visit does not change or alter the solicitation and all changes will be issued as a written formal amendment to the solicitation. Also, he made it clear that all questions must be submitted by the contractor, in writing to Robert J. Kruskie. These questions shall be e-mailed to rkruskie@bop.gov no later than September 14, 2011.
The bid opening will occur September 27, 2011 at 2:00 p.m., East Coast Time, unless an amendment extends the bid opening date and time.
All bids must be sent to the Field Acquisition Officer, Attn: Robert J. Kruskie, located at the FCC Allenwood Training Center. Hand carried bids will be accepted until bid opening.
Facsimile bids will not be accepted. All bids sent via overnight express mail shall be mailed to:
Field Acquisition Office – FCC Allenwood Training Center Attn: Robert J. Kruskie, FAO Contracting Officer Rout 15 – 2 Miles North of Allenwood Allenwood, PA 17810
Do not use the U.S. Post Office because they do not deliver to the bid opening location.
Mark then explained that he is the Contract Monitor and point of contact for the project and he does not have the authority to alter the contract in any way. He reminded the contractors again that all questions must be submitted to Mr. Kruskie.
At this time Mark talked about site access and working hours:
Working Hours:
The project site will be opened to the contractors five (5) days per week, Monday through Friday, excluding federal holidays. Working hours are based upon a 40 hour work week, eight (8) hours per day, 7:30 am to 4:00 pm.
Contractors may have to work weekends due to heavy activity at the Rear Gate.
Site Access:
The contractor and their staff will go through an 8-hour training prior to beginning the project. All workers must be cleared through NCIC.
Contractors are permitted to park their vehicles in the parking lot located at the Staff Training Center.
Contractors are permitted one tool truck to secure their tools. No tools will go “beyond the secure perimeter.” If tools need to be taken to the Control Center, a tool inventory must be completed.
Contractors are responsible for ensuring they are following the Davis Bacon act and their pay rates are in compliance and proper wage rates are being met.
Contractors will be limited to 1 FCI Loretto staff escort per day.
A question was brought up regarding the contractors working 3 p.m. to midnight to avoid congestion at the Rear Gate. Mark explained that the contractors should e-mail this question to Robert J. Kruskie no later than the cutoff for questions. All contractor questions are due to Mr. Kruskie via e-mail no later than close of business on September 14, 2011.
Mark warned the contractors their vehicles parked on site will be subject to random searches.
Contractors and their employees are not permitted to bring intoxicants onto the reservation.
Mark reminded the contractors that everything they do must be in compliance with OSHA, and MSDS’s must be accessible to both FCI Loretto staff and contract employees. All Department of Labor posters and Davis Bacon rates will be posted where all employees have access to them.
Mark explained that excessive inclement weather (excessive fog) and institution emergencies will cause expected delays.
Mark reiterated that all written questions regarding the solicitation should be e-mailed to Robert J. Kruskie at rkruskie@bop.gov, and the bid opening will occur September 27, 2011 at 2:00 p.m., East Coast Time, unless an amendment extends the bid opening date and time.
Mark again stated that after contract award, only a warranted Contracting Officer has the authority to modify the contract.
The site visit concluded at 9:30 a.m.
Note: These minutes are provided for informational purposes only and any changes made to the solicitation shall be made by formal amendment.
