PROJECT 1B1P QUESTIONS
SOLICITATION IFBP01061500001 – (as of 4/28/2015)
Submitted by Pace:
1. Requirement - 1.03 Contractor Responsibilities, Item A – What type of tests/analyses, and certifications will you require on this project, specifically tests/analyses. Please specify and clarify your requirements.
CLARIFICATION: See page 3 Section 1.03 Item A
2. Part 2 Technical – 2.02 Quality Assurance, Item B – This relates back to # 1 above on what type of test will be required. This is section of the bid states that “All installers/technicians shall be qualified and certified by the manufacturer to install, test, and certify the repairs of the cooling tower”. SPX/Marley, the cooling tower manufacturer, does not issue certifications to contractors for the purpose of installing OEM Materials. The only way to certify that the OEM SPX/Marley materials have been installed per the manufacturer’s specification will be for the local SPX/Marley Representative, PACE, Inc., to verify that these OEM Materials were installed per manufacturer’s specifications. Any contractor can install OEM SPX/Marley materials but only the manufacturer or manufacturer’s representative in the area (PACE, Inc.) can approve the installation per manufacturer standards. Please specify and clarify what you are requiring.
Clarification: That manufacturer representative verifies that OEM materials have been installed correctly, no matter the vendor.
3. Part 2 Technical – 2.02 Quality Assurance, Item D – SPX/Marley recommendations for additional items required to be replaced will be in the below section under LI # 6.
CLARIFICATION: This is not a clear question.
4. Part 2 Technical – 2.02 Quality Assurance, Item F – Please specify if the documents required to verify replacement components meet manufacturer standards need to be provided by SPX/Marley, the cooling tower manufacturer. SPX/Marley is the only company that can provided these documents for the materials to meet the cooling tower manufacturer standards.
CLARIFICATION: See Page 5 Section 2.02 Quality Assurance Item F
5. Part 2 Technical – 2.04 Substitutions, Item A – Please be aware that any materials supplied on this repair that are not OEM SPX/Marley materials will render the cooling towers short on capacity by up to 17% in relations to use of non OEM fill materials. I can provide you a document from SPX/Marley stating this fact if needed.
CLARIFICATION: Please follow process as stated in 2.04 Quality Assurance Item F
6. Part 2 Technical – 2.06 – Cooling Tower Information, Item A, # 6 – During the site visit, additional items were identified that are in need of replacement in addition to the other items on the bid. These include:
a. 16 Casing panels per cell – These are the end casing panels on each side of the tower on both the top and bottom modules. These are the structural support of the OEM fill.
CLARIFICATION: This will be identified in an amendment to the SOW and is being currently processed. An amendment will be posted to www.fbo.gov in the short term.
b. 100% of the water diverters between the top and bottom modules are required to be replaced. These diverters divert the water back into the fill when coming from the top module to the bottom module.
http://www.fbo.gov/
CLARIFICATION:See Section 2.06, Item A, Part 1
c. Box beams at the top of the bottom module and bottom of the top module are showing signs of rust through and need to be replaced. There are a total of 8 box beams that need to be replaced per cell.
CLARIFICATION: This will be identified in an amendment to the SOW and is being currently processed. An amendment will be posted to www.fbo.gov in the short term
7. Part 2 Technical – 2.07 Submittals, Items A, B, G. Please specify if these required documents will need to come from the Manufacturer of the cooling tower, SPX/Marley and that the signed affidavit will need to be signed by the SPX/Marley manufacturer’s representative in the area (PACE, Inc.). The system test is addressed in LI # 1 above but relates to this section also.
CLARIFICATION: As it is stated in Part 2 Technical – 2.07 Submittals, Items A, B, G.
8. Part 3 Products – 3.01 Cooling Tower Fill Media, Item B – In relation to approved equal fill in this section, who will be deciding on the approved equal product? If any other fill materials is quoted by a bidding contractor, will their fill material be required to be approved by SPX/Marley for use in the Marley cooling tower?
CLARIFICATION: The FBOP decides what is equal, see Section 2.04
9. Part 3 Products – 3.01 Cooling Tower Fill Media, Item G – The bid states that the vendor will guarantee fill performance as installed. SPX/Marley can provide a performance guarantee on the entire cooling tower if desired as a written letter guaranteeing the performance as the tower was originally designed to operate. This can only be provided by SPX/Marley if only OEM materials are installed and no other aftermarket materials have been installed in the cooling tower with the tower being in like new condition operating in an free air environment. Is this something that you would be interested in?
CLARIFICATION: See Section 3.01, Part G
10. Part 4 Execution – 4.01 Testing and Acceptance – This relates back to the test required for LI # 1 above. Please clarify.
CLARIFICATION: See Section 4.01, Part A, B, C and D
11. Part 4 Execution – 4.02 Installation and Field Quality Control, Item B – This sections requires a factory authorized service representative to complete startup on the cooling towers. Please specify that this needs to be a SPX/Marley factory authorized service representative. Additionally, some of the items in this section have previously been completed when the cooling tower was originally installed and this is written based on a new cooling tower. As the SPX/Marley cooling tower manufacturer’s representative, we will complete startup of the cooling tower system in accordance with manufacturer’s specifications to include as many items as possible as would be included in a new tower startup, but some items may be N/A.
CLARIFICATION: See Section 4.02 Part A, and B. Relates to work done.
12. Part 3 Products – 3.01 Cooling Tower Fill Media, Item E. This items relates to the Hot Water Basins and references that “The fill supplier will define any necessary changes to assume uniform water distribution to all areas of the fill section.” This will require that the # 1 cooling tower Hot Water Basins will be required to be replaced as the currently installed basins are aftermarket and not SPX/Marley OEM materials. The only way to verify proper distribution of water into the fill section is to replace these with new SPX/Marley OEM hot water basins.
CLARIFICATION: The #1 Hot water basin will remain as is. Not included in the SOW.
