About this file

The Invitation for Bid (IFB) IFB931CN17226 is issued by the Missouri Department of Corrections for the procurement of mid-top leather basketball shoes. The solicitation seeks approximately 1,100 pairs of shoes with specific technical requirements, including non-scuffing carbon rubber outsoles, EVA foam midsoles, breathable leather uppers, and padded collars and tongues. The bid period runs from December 12, 2017, to January 9, 2018, with bids due by 2:00 PM CST on January 9, 2018. Vendors can submit bids electronically through the MissouriBUYS system or as sealed hard-copy submissions to the Department of Corrections Purchasing Section in Jefferson City. The contract includes an initial term with two optional one-year renewal periods, during which vendors must specify maximum allowable percentage increases.

The shoes must be predominantly white with minimal natural, gray, or black accents, and available in men's sizes 7-15. Payment terms are net 30 days, with delivery required as FOB Destination. The solicitation is open to all qualified vendors and does not specify any set-aside designations or specific vendor qualifications beyond meeting the detailed shoe specifications. Vendors must ensure that any brand names or logos on the shoes do not depict violence, weapons, nudity, or illegal substances. The contract will be awarded based on the lowest responsive and responsible bid, with pricing evaluated for both the initial contract period and the two potential renewal periods to determine the maximum financial liability for the Missouri Department of Corrections.
