About this file
This document is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Disposition Services for the removal and disposition of various types of electron tubes from a location in Crane, Indiana.
The purpose of the RFI is to obtain market information and vendor capabilities to assist DLA in planning for the potential sale of the electron tubes through a public sales contract. DLA is interested in learning about respondents' company information, capabilities, financial resources, technical resources, transportation and logistics capabilities, security and warehousing procedures, and staffing. DLA previously attempted to sell this material through an Invitation for Bid (IFB 33-3086) but was unsuccessful in awarding a contract. The RFI provides details on the item description, packing, removal, inspection, demilitarization/mutilation, performance period, and facility requirements to get feedback from potential respondents on the reasonableness of these expectations. Responses to the RFI are due by May 31, 2024.

DISPOSITION SERVICES
74 WASHINGTON AVENUE NORTH
BATTLE CREEK, MICHIGAN 49037-3092

Section 0: Introduction
Request For Information (RFI) for removal of various types of Electron Tubes from a Crane, Indiana location. See Appendix 1 for details.
The agency does not presently intend to award a contract but wants to obtain market information or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. No submission will be considered an unsolicited proposal. Confidential business or proprietary information should not be submitted.
Section 1: RFI Overview
It is the Governments intent to disposition electron tubes through a Public Sales Contract if possible. This will eliminate the cost of a service contract for disposal and generate revenue to offset operating expenses.
Please note that this Request for Information (RFI) is for informational purposes only, and no contract will be awarded as a result. A firm or organization’s response to the RFI—or lack thereof— will have no impact on the evaluation of responses to any subsequent Request for Proposals (RFP) or Invitation for Bid (IFB) released. Responses will be used solely for information and planning purposes.

Section 2.1: Goals and Outcome
The goal of this RFI is to obtain the information necessary to write a Public Sales offer that will result in a Contract Award that meets our regulatory obligations without undue burden and minimize the risk to the Purchaser. The information will be shared with our team members in Operations, Environmental, Demilitarization and Requirements branches so that we may take a holistic approach to future opportunities.
Section 2.2: Background
As a good steward of the Governments resources, we conduct a periodic review of procedures. In 2015 we transitioned from paying to dispose of electronic waste and awarded the “ERECYCLE” contract. Since then, we have generated over $54 million dollars in revenue for the Government versus paying to dispose of the material. Likewise, we are looking into the possibility of turning the electron tubes into a revenue stream versus a disposal cost.

A responsive bid is one that has complied with all instructions for properly submitting a bid.
Submitting the highest bid price does not convey any special right nor does it imply that the Purchaser shall be the primary removal company or exclusively allowed to remove throughout the term of this contract. The Government reserves the right to reject any bids that are not in the best interest of the Government. The general standards in FAR Part 9 on contractor responsibility determinations that are applicable to procurement contracts are not directly applicable to sales contracts awarded under 40 U.S. Code § 545 but may be considered by the Sales Contracting Officer in evaluating bidder responsibility.
