About this file

This is Addendum No. 1 to an Invitation for Bids issued by the Douglasville-Douglas County Water and Sewer Authority for the West Banks Mill Tank Rehabilitation Project (IFB# 274). The addendum, effective January 12, 2023, provides clarifications and modifications to the original bid documents issued December 14, 2022. The project encompasses rehabilitation of a 500,000-gallon elevated storage tank located on West Banks Mill Road in Winston, Georgia, including replacement of interior coatings, overcoating of exterior coatings, miscellaneous repairs, and drain piping modifications. Key scope clarifications include: cutting and capping the existing drain line while reusing the existing flap valve; clearing a 4-foot wide path inside the perimeter fence of approximately 20-30 trees ranging from 2-inch saplings to 16-inch diameter with stump grinding; verification that fence repair is not required; and confirmation that no logo is required. The contractor must mobilize within 30 days of contract execution. Work is not permitted on Sundays but Saturday work is allowed. Krebs Engineering will perform inspections including coating inspections. The Authority will handle water sample collection and bacteriological testing costs.

The existing tank coating type is unknown with measured dry film thickness of approximately 16 mils on the interior and 17 mils on the exterior as of 2017; the contractor must verify existing conditions. No lead coating samples have been taken, though lead is not anticipated given the 2003 construction date; the contractor must verify. Power is available at the site. A local city business license is not required. No project cost estimate or approved contractor list has been provided to bidders. The original Invitation for Bids dated December 14, 2022, remains in full force and effect except as modified by this addendum.
