1. Can the following be revised in the specification? Project Specifications Section TP‐91, Part TP‐91.11, Page 91‐6, “Architectural Concrete Construction”: Revise the fifth sentence of the 4th paragraph as follow: “Concrete pour height shall be a minimum of 4 feet and a maximum of 10 feet.”
Answer:
No.
2. Can the period of performance be extended for longer than 365 days?
Yes, the period of performance will be extended to 540 days.
3. Can you help me better understand the Evaluation Factors for award (Section M‐3) for the above project?
When evaluating the bids and all other criteria is equal, and a bid is within the funding limitations, a 15% price preference may be awarded to the lowest composite design option. This is based on the Owner’s desired design option, life cycle costs, and ease of maintenance. Rather than limit competition by selecting only one design style, we are hoping to provide both design styles an opportunity to compete against each other.
4. Section M‐3 describes a weighted point system with cost worth 50/100 points, but bold print at the bottom of the same page (page 233) describes award to the lowest responsible bidder based on price only?
This will be revised and the revised page 233 is attached to Amendment No. Two (2) of the solicitation.
5. Will life cycle maintenance savings be considered when choosing between the two elevated tank styles?
Yes. This will be one of the determining factors when evaluating the optional 15% preference.
6. What’s the construction cost range or project estimate?
Project magnitude is $1,000,000 to $5,000,000.
7. Can the completion time be extended for the completion of this tank project
Yes, the period of performance will be extended to 540 days.
8. Can the plans and specifications be made available electronically?
Yes, an electronic copy of the plans and specifications will be provided to those that request them.
Send an e‐mail request to craig.wells@ihs.gov

Any salvageable parts or appurtenances are the property of the owner and they will determine if they should be disposed of. All scrap steel is the responsibility of the contractor to dispose of and the owner does not have any financial interest in disposal of the steel.
10. Are there any specific insurance requirements for subcontractors?
Under Section H – Special Contract Requirements, H‐9, part (d) on page 168 it specifically states, “The subcontractor(s) will be obligated by the prime contractor, to provide and maintain the insurance required by virtue of this contract. At least five (5) days before entry of each such subcontractor’s personnel on Government installation, the Contractor shall furnish (or ensure that there has been furnished) to the Contracting Officer a current certificate of insurance, meeting the requirements of paragraphs (b) and (c) under this clause.”
11. Are there any demolition drawings for the project?
There are no demolition drawings other than the drawings of original design for the tank that is included in the plan set to give contractors an idea of the size and design of the tank.
