About this file

This is an attachments document for Invitation for Bid (IFB) 160909 issued by the Virginia Department of Transportation (VDOT). The solicitation concerns the procurement of T-Cone Expandable Duct Plugs in sizes ranging from 1 inch through 12 inches. The document provides technical specifications for elastomeric sealing rings used in these plugs, with detailed material compositions and physical properties for both smaller sizes (1" to 3") utilizing GEON Vinyl Molding Compound and larger sizes (4" to 12") utilizing ETCO polyurethane casting resin. Installation instructions are included outlining proper cleaning, insertion, and tightening procedures for the plugs. The attachments include comprehensive submission requirements for bidders, including contact information forms and technical data sheets.

The bid submission requirements include mandatory completion of a State Corporation Commission Form certifying business entity status, a Small Business Subcontracting Plan requiring identification of DSBSD-certified small business utilization with a Commonwealth goal of 42 percent small business purchases, and a Subcontractor Approval Request form requiring VDOT written consent for any subcontracted work. Bidders must also submit contractor license information demonstrating proper Virginia licensing based on contract value thresholds (Class A for $120,000 or more, Class B for $10,000 to $120,000, or Class C for $1,000 to $10,000), along with Normal and Emergency Contacts information. Failure to complete and return required attachments may result in bids being deemed non-responsive.

INSTALLATION INSTRUCTIONS FOR THE

T-CONE® EXPANDABLE DUCT PLUG

Check the inside surface of the pipe or throat of fitting in area that stopper will be placed. Make sure it is free of grease, dirt, pipe lube or any other foreign material. On plastic pipe, solvent cleaner may be used to clean the inside surface.

Insert the stopper all the way into the opening and tighten. If stopper turns without tightening, remove and tighten by hand until it fits snugly into the opening.

If necessary, after several uses, lubricate only the threads on the plug.

Silicone lube, flax soap, petroleum jelly, or Teflon tape may be used. DO

NOT USE MOTOR OIL OR THREAD LUBRICANTS COMMONLY USED

FOR METAL PIPE.

Do not over tighten. On the smaller sizes (1” thru 3”), tighten until “hand tight” then use adjustable wrench and tighten one-half turn. On the 4” and larger sizes, it only requires about one-half to three-quarters of a turn after “hand tight”.
