IFB RBAA2017-0231: Performance Based Brake Test System
This Invitation for Bid (IFB) was issued by the Colorado Department of Public Safety (CDPS) Procurement Office for the acquisition of a Performance Based Brake Test (PBBT) system. The PBBT is a towable, integrated mobile unit designed to assess vehicle braking capabilities through quantitative measurement of individual wheel brake forces and overall vehicle braking performance. The system must comply with Federal Motor Carrier Safety Regulations (FMCSR) 393.52 and 65 FR 48799 functional specifications, be deployable in 30 minutes by a single operator, and capable of testing vehicles with up to 40,000 pound axle weights and total vehicle weights exceeding 100,000 pounds. The system must include a compatible rugged laptop computer, mobile printer, training, extended warranty options, and a preventative maintenance plan. The written inquiry deadline was April 11, 2017, at 1:00 PM MT, with sealed proposals due April 19, 2017, at 1:00 PM MT at the issuing office in Denver, Colorado. Public opening of proposals was scheduled for April 19, 2017, at 2:00 PM MT, with a Notice of Intent to Award estimated for April 21, 2017. The contract term follows the State's current fiscal year, contingent upon appropriated and budgeted funds. Bid prices were required to remain binding and valid for 120 days from the closing date.
The IFB required one PBBT System unit, lump sum training costs, and annual pricing for optional extended warranty and preventative maintenance services. Delivery was required to Golden, Colorado 80401 on a FOB Destination basis within the specified calendar days after receipt of order. The evaluation criteria prioritized the lowest responsive bid that met all IFB specifications and requirements and was most advantageous to the State, considering price, equipment specifications, and responsiveness. A one-year warranty on all material and workmanship was required as standard. Vendors were required to be actively registered on the Colorado Vendor Self Service System (VSS) by the closing date and to submit bids in sealed envelopes with one original and one electronic copy on a USB flash drive. The IFB outlined provisions for Service Disabled Veteran Owned Small Business (SDVOSB) certification, independent contractor status, and compliance with Colorado Revised Statutes and all applicable state and federal regulations.
