About this file

This Invitation for Bids (IFB1 2018-0196) is issued by the State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), seeking competitive quotations for NASP Approved Archery Kits. The solicitation requires up to 16 archery kits comprised of Genesis Bows and Easton Arrows, with strict brand specifications. The kits include variable quantities of Genesis right-handed and left-handed bows (both full-size and mini versions), Easton aluminum arrows (10 dozen per kit), targets, arrow curtains, archery repair kits, and bow hangers. Fourteen standard kits will be distributed across multiple Colorado school locations, with two specialized kits designated for Weldon Valley Elementary School and Caliche Elementary School. The written inquiry deadline was February 27, 2018, with answers posted February 28, 2018, and bids closed on March 8, 2018, at 1:00 p.m. Mountain Time. All kits must be delivered to 15 specified school locations on or before April 30, 2018. The state intends to make a single vendor award, with prices remaining firm through June 30, 2018. The contract includes an option for the state to renew for up to four additional 12-month periods, not to exceed five years total, with rate adjustments limited to the lesser of the average Consumer Price Index for the West Urban Region or five percent annually.

Bidders must submit pricing sheets, specification verification forms, vendor information sheets, current insurance certificates, and W-9 forms. All costs, including delivery and discounts, must be incorporated into the final bid price, with the state assuming no shipping or freight costs. A five percent preference is available for Service Disabled Veteran Owned Small Businesses officially registered with the U.S. Department of Veterans Affairs, and resident bidder preferences apply as applicable under Colorado law. Contractors must maintain comprehensive insurance coverage including workers' compensation, general liability with minimum limits of $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit, with the state named as additional insured. The awarded bidder will receive a Colorado Purchase Order incorporating the terms of the IFB, the bid response, and standard purchase order terms and conditions. Payment will be made upon delivery and acceptance by the CPW project manager. Submission methods include the Colorado Vendor Self-Service website (preferred), courier delivery, or hand delivery to the purchasing agent, Lisa Hollerbach, at CPW headquarters in Denver.
