About this file

Attachment A - Testing Criteria is a detailed document from Orange County, Florida, outlining polymer testing requirements for the Eastern Water Reclamation Facility. The document specifies a comprehensive testing protocol for liquid polymer used as a coagulant in wastewater treatment, requiring bidders to conduct both laboratory bench tests and full-scale field trials using a centrifuge. Bidders will be allowed up to six hours for bench testing and one eight-hour day for full-scale testing, during which they must provide polymer samples and demonstrate performance metrics, including achieving a minimum 20% total solids cake with over 95% capture rate.

The testing process involves precise measurement and evaluation criteria, including a sludge feed rate of 350 gallons per minute, thickened sludge solids concentration between 0.8% to 1.2%, and a minimum centrifugal force of 2700. Orange County will provide sludge samples, testing equipment, and laboratory analysis, with the bidder responsible for supplying polymers at no cost. The County's laboratory will analyze samples to determine the ratio of polymer used per dry ton of solids, which bidders must use to complete their bid response form. The ultimate goal is to select a polymer that meets EPA and FDEP guidelines for wastewater sludge disposal without negative side effects.

ATTACHMENT A – TESTING CRITERIA

1. Application: Material will be used as a coagulant for the Orange County Wastewater

Treatment Facility, Eastern Service Area.

2. The polymer full scale trial shall consist of feeding a 1% solution of polymer at sludge feed rate 350 GPM for an 2-hour 8-hour test with the last hour of the 2-hour 8-hour test used for sample collection.

Each bidder shall be allowed up to eight (8) hours, or when 125,000 168,000 gallons of sludge are processed, whichever comes first, to complete their full-scale testing. This eight

(8) hour period is inclusive of set-up time.

The sludge cake will be sampled to determine a minimum yield of an 18% sludge cake.

The sludge cake and all other samples will then be sent to be analyzed and tested by the Orange County Utilities Laboratory Division.

3. The percent sludge cake must conform to Regulation 40 CFR 258 per EPA/FDEP guidelines for disposal at 18% 20%.

A. A single unit or multiple units (Centrifuge) shall be selected by the County and operated until the units reach a steady state of optimum performance (determined by the County) with the Polymer furnished by the Bidder. The units shall then begin a two (2) hour continuous run during which the performance of the Polymer will be evaluated in accordance with the County specifications listed below.

1. Sludge feed rate will be 350 GPM.

2. Thickened sludge solids concentration expected to average 0.8% to 1.2%.

3. Dewatered cake solids - Minimum 20%.

4. Minimum Centrifugal force 2700.

5. Centrifuge Solids capture 95 percent minimum. Capture shall be defined as

Percent Capture T x F-C x 100 T=Thickened residual TSS concentration (mg/L)

F= Feed residual TSS concentration (mg/L)

C=Centrate residual TSS concentration (mg/L)

6. Centrate total suspended solids concentration will be tested for comparison.

B. The County staff will operate the Centrifuge. Once a steady rate is reached

(determined by the County), County staff will obtain samples during the last hour of the trial run to be analyzed by the Orange County lab. The Bidder may suggest Polymer feed rate to be used during the two (2) hour performance trial. All Centrifuge setting feed rates will be recorded at the start of each test run. The

Bidder and County staff will record all changes and setting at minimum every 15 minutes. TSS, sludge Feed rate, Polymer Feed rate, Centrifuge torque and speed.

C. The Bidder shall furnish, at no cost to the County, enough polymer to run the eight

(8) hour full scale trial, or to process 168,000 gallons of sludge.

D. The County shall facilitate the connection to the polymer feed system during the full-scale trial.

E. The Bidder shall provide the Contracting Agent detailed information on how they will provide their suggested polymer at the time their testing is scheduled. This information will be required for Orange County staff to be informed on the type of connection required to set up the system on the day of testing.

F. Should the County, during full scale testing ascertain the occurrence of any irregularities in procedure or any improprieties on the part of any party to the testing program which could, in the opinion of the County, cast doubt on the results generated by such party, the County may at its own discretion invalidate and/or reschedule the performance run.

E. Complete technical data sheets shall be attached to the bid at time of submission.

F. Orange County’s certified Laboratory will analyze the sample obtained during the full-test, for total suspended solids in MG/L on filtrate and waste activated sludge and total percent solids on the sludge cake for the polymer tested.

G. Orange County Utilities shall analyze the results obtained from the Orange County Laboratory to provide the Bidder with the ratio of pounds of polymer used per dry ton of solids processed. This information will be provided by the Procurement Division and the Bidder shall use this ratio to complete their Bid Response Form.

1. GENERAL SELECTION CRITERIA

A. Bidder shall perform bench testing at the respective facility laboratory, and the

County will assist in the field test.

B. The County will provide the Bidder with the samples required to perform the bench test.

C. The type and quantity of polymer necessary to do the job will be decided by the Bidder depending on the suggested polymer and the amount of dry sludge it yields.

D. The suggested polymer shall not have any side effects, such as toxicity.

2. TESTING OF POLYMERS IN THE LAB – BENCH TEST

A. The Bidder shall supply all polymers for laboratory bench testing at no cost to the County.

B. Each bidder may bench test as many polymers as desired.

C. The County will supply sludge samples for the bench testing from the gravity belt thickener (GBT) feed prior to polymer injection, and the belt filter press (BFP) feed prior to polymer injection centrifuge.

D. The County will provide space for the Bidder to complete the bench test at the facility lab.

E. Bidder shall provide beakers, pipettes, gang stirrer units and all required equipment for all bench testing.

F. Each bidder will be allowed up to six (6) hours for the polymer bench testing.

G. Bidder shall determine, without County intervention or consultation, which polymer will be recommended for the full-scale field testing in the centrifuge test.

H. Bidder shall provide the recommended dose rate per ton of dry solids as quantified and supported by the bench test phase of the bid process.

3. FULL-SCALE TESTING IN THE FIELD

A. Each bidder will be allowed to test one selected polymer for full-scale testing. The selected polymer to be used shall be recommended by the Bidder based on the bench test.

B. The bidder shall supply the polymer used in the full-scale testing at no cost to the

County.

C. The County will have each bidder use the same centrifuge within acceptable belt tension settings, for each full-scale test performed adjustments of polymer and differential speed.

D. The County will provide a polymer feed system to be used for each full-scale test performed.

E. Each bidder shall provide enough polymer to allow one (1) eight-hour (8 hr.) test run for centrifuge operation.

F. The Bidder shall ask the County representative to make any adjustments. The

County will follow the uniform procedure for making any adjustments relating to tuning of the centrifuge.

G. During the full-scale test run, after the adjustment period, the County will obtain a sample from the sludge feed, thickened or dewatered sludge cake, and liquid side stream flows to be analyzed in the County’s Lab for solids concentration. The sample shall be collected after optimum cake concentrations are achieved. The sample will be analyzed by the Orange County Laboratory and the ratio of pounds of polymer per dry ton of solids will be derived. This information will be provided to the Bidder within one week of full-scale testing as the ratio is required to complete the Bid Response Form.

H. The County will schedule each bidder for one (1) eight-hour (8 hr.) day for the full-scale testing. The full eight-hour period may not be required to complete the testing.

I. Required throughput for the Centrifuge is 350 gallons per minute (gpm).

J. Typical solids concentration range for the Centrifuge is 9000 TSS to 12,000 TSS.

K. Required Minimum Quality for Centrifuge is 20% Total Solids Cake @ > 95%

Capture.
