This Invitation for Bid (IFB) document is issued by the California Correctional Training and Rehabilitation Authority (CALCTRA) for Live Scan Services throughout the State of California. CALCTRA seeks a contractor to provide Live Scan fingerprinting services for potential and existing staff, including mobile Live Scan services at hiring events and scheduled fingerprinting stations across California, as well as support for Live Scan Software Online portals including Biomentrics4ALL, Inc. The contractor must be capable of processing 50 to 100 prospective candidates monthly across the state, including rural areas. The contract term is two years with an option to extend for one additional year. CALCTRA anticipates that the proposed contract value may increase by up to 30 percent of the original value during the initial term.
Award will be based on best value considering cost, past performance (including quality, reliability, efficient billing practices, and ISO certification), and contractor experience. The cost sheet requires bidders to submit pricing for four line items: Live Scan Fingerprint Rolling Fee (per each applicant), Remote Location Live Scan Fee (per each applicant), DOJ/FBI Live Scan Fees (separate fees for CA DOJ and FBI per each applicant), and Mobile Service Fee (per each applicant). No small business, disabled veteran business enterprise, Target Area Contract Preference Act, Local Agency Military Base Recovery Act, or Enterprise Zone Act preferences are granted. The contractor must maintain all required licenses and permits, provide certificates of insurance including commercial general liability, workers' compensation, and automotive liability, and comply with all executive orders including Russia economic sanctions and generative artificial intelligence disclosure requirements.
