About this file
This is an Invitation for Bid (IFB) #RW2525001 issued by the California Prison Industry Authority (CALPIA) for Flip Top Table Bases for their Furniture Enterprise and Modular Furniture Enterprise at Avenal State Prison. The solicitation seeks to establish a three-year contract for flip top table bases compatible with rectangular and circular work surfaces in various sizes, with an anticipated start date of July 1, 2025. Bidders are required to submit sealed bids by June 3, 2025 at 3:00 PM PST, with the contract potentially renewable upon mutual agreement. The procurement covers table bases for 48", 60", 72", and 84" work surfaces, with options for modesty panels, cable management, surface mounted power outlets, and different foot configurations.
CALPIA will award the contract based on "best value" criteria, evaluating cost, performance, and experience without granting preferential treatment to small businesses or veteran-owned enterprises. The evaluation will consider factors such as product innovation, design, durability, warranties, sustainability certifications (including BIFMA e3 and ISO 9001), and customer service commitments. Pricing will be firm for the first contract year, with potential adjustments thereafter based on documented changes in material costs. The solicitation emphasizes sustainability, requiring bidders to provide recycled content percentages and meet specific workmanship and testing standards, with a five-year warranty period for replacement parts.
