About this file
This is an Invitation for Bid (IFB) RW2511006 issued by the California Prison Industry Authority (CALPIA) for bread ingredients procurement for its Bakery Enterprise at R.J. Donovan Correctional Facility in San Diego. The solicitation seeks two primary ingredients: 100% soybean oil (refined, bleached, and deodorized) and vital wheat gluten, with estimated annual quantities of 92,400 pounds of soybean oil and 78,200 pounds of wheat gluten. The bid was released on July 15, 2025, with responses due by August 5, 2025, at 3:00 pm PST. The contract term is two years, with potential extension options, and includes specific packaging, delivery, and quality requirements for both ingredients.
The pricing mechanism allows for firm pricing in the first contract year, with potential adjustments thereafter based on documented material cost changes. CALPIA will evaluate bids on a best value basis, considering factors such as cost, performance history, product quality, and vendor experience. The procurement includes unique provisions like minimum order quantities (23,100 pounds of soybean oil and 19,550 pounds of wheat gluten every 3 months), emergency purchase options, and specific delivery constraints (between 7:00 AM and 11:00 AM, Monday through Friday). The bid also incorporates recent California executive orders related to economic sanctions and generative artificial intelligence, requiring bidders to disclose potential compliance issues with these recent state directives.

Emergency Extension Option:
In the event of an emergency, CALPIA, upon mutual agreement with the contractor(s), may extend the contract in various increments until the establishment of a new contract. The total term of the emergency extension shall not exceed one (1) additional year.
