About this file
This is an Invitation for Bid (IFB) Required Forms document from Howard County, Maryland's Office of Procurement and Contract Administration for Overhead, Rolling and Bi-Fold Door Services. The document serves as the official bid submission package and contains required forms and certifications that contractors must complete and submit with their bids. The solicitation requires contractors to provide company information, including federal tax identification numbers, business addresses, telephone numbers, email addresses, and authorized signatory details. Contractors must specify delivery times after receipt of order and confirm delivery terms as F.O.B. Destination with Inside Delivery. Payment terms are net 30 days unless otherwise specified, and the County accepts Visa cards for payment without additional processing fees charged to the County.
The document requires contractors to execute multiple affidavits certifying compliance with Maryland law and County policy, including declarations that no collusion has occurred, that no County officers have conflicts of interest, that the contractor has not been convicted of bribery or discrimination, and that the contractor is not engaged in investment activities in Iran. Contractors must also indicate whether they maintain a written non-discrimination policy covering protected classes including race, creed, religion, handicap, color, sex, national origin, age, and sexual orientation. Howard County is tax-exempt, and all bid prices are considered maximum and inclusive of any taxes or fees for which the contractor is responsible. The solicitation includes a Veteran-Owned Business Enterprise (VOBE) program form, requiring contractors to identify if they are SBA-certified veteran-owned businesses or proposing veteran-owned subcontractors, as the County has an aspirational goal of 1% of total procurement contracts directed to certified veteran-owned businesses.
