About this file
This is an Invitation for Bid (IFB) Offer Form (B-51619) submitted to the State of Illinois for the Central & Southern Illinois CFI Community Charging Program, administered by the Illinois Finance Authority/Climate Bank. The solicitation requests qualified firms to provide all labor, materials, equipment, and services necessary for the installation, operation, and maintenance of Level 2 and DC Fast Charging (DCFC) community electric vehicle charging stations at designated public sites across Central and Southern Illinois communities. The document serves as the formal bid submission vehicle and requires bidders to acknowledge compliance with all solicitation requirements, including completion of required documents as outlined in Section A.1 of the solicitation. Failure to meet all specified requirements will result in disqualification of the bid.
The IFB Offer Form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, with supporting documentation required where applicable. Bidders may take exceptions to standard contract terms and conditions by submitting a redline version of the State's Standard Terms and Conditions, though the State reserves the right to accept or reject any proposed exceptions. The document requires the authorized representative of the bidding firm to certify that the bid is submitted in full compliance with the solicitation requirements. All resulting contracts will incorporate the State of Illinois Standard Terms and Conditions, available through the CPO General website.
