Many Californians who seek and receive services are Deaf or Hard of Hearing. To effectively serve these populations and comply with state and federal law, the EDD seeks to provide Interpretation in Sign Language to customers in need of Sign Language interpretation via in-person, face-to-face, and Video Remote Interpreting (VRI) on-demand, in real-time.
C. Definitions
American Sign Language (ASL) is a sign language of the Deaf community in North America and uses a system of articulated hand gestures and their placement relative to the upper body. It also uses a combination of hand movements, facial expressions, and body posture.
Mexican Sign Language (MSL) is the sign language used by the Deaf community in Mexico. It is a distinct language with its own grammar and vocabulary, not merely a translation of Spanish.
Sign Language (SL) is a language for Deaf community and is an unsystematic method of communicating chiefly by manual gestures used by people speaking different languages.
ASL Interpretation interprets between two distinct languages – American Sign Language and English. ASL interpreting occurs in two ways: simultaneously and consecutively and is the act of conveying meaning between people who use signed and/or spoken languages.
Deaf Interpreting/Deaf Interpreters are specialists who provide interpreting, translation, and transliteration services in American Sign Language (ASL) and other visual and tactual communication forms used by individuals who are Deaf, Hard of Hearing, and Deaf-Blind. They work alongside hearing interpreters and use their native Sign Language to ensure culturally and linguistically appropriate interpretation.
(Standard Agreement)
“Video Remote Interpreting (VRI)” is a video telecommunication service that uses devices such as web cameras or videophones to provide American Sign Language and other Sign Languages interpreting services. This is done through a remote or offsite interpreter, to communicate with people of whom there is communication barrier, specifically, persons that are Deaf and/or Hard of Hearing.
“Three-way call service” means the ability to connect a VRI conferencing via phone call to another party.
“In-Person Interpreting” means “Face to Face” ASL/SL interpretation, a method that most Deaf and Hard of Hearing person prefers. This is being in the same physical space and location for both the interpreter and recipient.
