About this file

This document is an Invitation for Bid (IFB) for "As Needed" Locksmith Services, issued by the California Employment Development Department (EDD). The IFB seeks to establish a contract for on-demand locksmith services at three EDD-owned buildings located in Vallejo, Oakland, and Santa Rosa, California, covering the jurisdictions of Alameda, Solano, and Sonoma counties. The selected contractor must have a valid C-28 State Contractor's License and may be required to work alongside other trade contractors or EDD maintenance mechanics.

The pricing structure requested is an hourly rate, with the contractor communicating with an EDD representative to determine the specifics of each potential job. The IFB does not indicate any set-asides, incumbents, or funding requirements and sources, but it does specify that the contractor may not be the sole provider of services on certain tasks or work orders.

Invitation for Bid No. 102058 – “As Needed” Locksmith Services

ATTENTION: ALL PROSPECTIVE BIDDERS:

The following are questions related to the above-referenced IFB.

1. “Is the "maintenance mechanic" a licensed C-28 contractor? If not, why does the chosen contractor for this bid have to be a licensed C-28 Locksmith?”

As per Attachment A-1, Section II, Item D in the IFB, The Contractor must have a valid C-28 State Contractor’s License.

2. “If the job requires the Locksmith, is the contracted Locksmith the ONLY Locksmith authorized to do the work?”

The Contractor shall provide “as needed” locksmith services in the event an EDD Maintenance Mechanic is unable or unavailable to provide services.

In addition, as per Attachment A-1, Section III, Item J, “The Contractor may not be the sole provider of services on certain tasks or work orders. The Contractor and/or the Contractor’s employees will be expected, at times, to work alongside or in conjunction with other trades contractors, as well as EDD Maintenance Mechanics.”

3. “I am a one-man, no employees, C-28 licensed Locksmith Contractor. Would the fact that I do NOT (am not required) to carry Workers Compensation Insurance be a problem?”

If you do not employ any employees, workers compensation is not applicable.

4. “On the cost sheet, are you looking for a per hour rate? Are you looking for a "minimum charge" plus per hour? Will each individual job have to be quoted before doing? Or will you take the minimum plus per hour rate on the original Contract times the job length?

Does EDD establish the job length?”

As seen in Exhibit F, The Cost Proposal, the EDD is asking for an hourly rate. The Contractor will communicate with an EDD Representative to determine the specifics of each potential job.
