About this file
This addendum to Invitation for Bid (IFB) HD269020 is issued by the California Department of Developmental Services (DDS) Community Development Division (CDD) and provides responses to prospective bidders' questions regarding the Condition of Title Guarantee Reports contract. The contractor will prepare title guarantee reports for approximately 500 properties within the DDS portfolio located throughout California. The geographic distribution of properties is estimated at 8 percent in Northern California, 33 percent in the Bay Area, 8 percent in Central California, 37 percent in Los Angeles and Orange Counties, and 14 percent in Southern California. The contractor must obtain all required records independently at their own cost and is expected to complete individual reports within two weeks as a general guideline, though turnaround times may be negotiated based on complexity or unique circumstances. DDS estimates requesting 6 to 10 reports per month, though actual volume may vary based on operational needs during the contract period.
The Condition of Title Guarantee Reports must contain a comprehensive listing of all encumbrances, liens, notices, restrictions, defaults, delinquencies, and current property owners, along with hyperlinks or emailed copies of all recorded documents and related documentation. The contractor is not expected to perform underwriting activities, as the referenced loans have already been underwritten and closed escrow. The primary purpose of the reports is to confirm clear title and ensure compliance with DDS program requirements. Additional research, follow-up, and revisions beyond the initial report scope may be included in the base requirement or treated as separate reports. The total contract value was estimated based on anticipated annual report quantities and an estimated price per report, though the actual volume of requested reports may vary over the contract period depending on operational necessity.

Addendum 1
May 11, 2026
This addendum posts responses to questions.
Addendum 1 posts Questions and Responses:
1. Geographic Distribution Can the State provide an estimated distribution of properties by county or region for the anticipated 500 reports?
Response:
The distribution of our portfolio of 500 properties statewide is summarized below. The number of requested reports will vary by region based on the operational need.
Northern California: 8 percent Bay Area: 33 percent Central California: 8 percent Los Angeles and Orange Counties: 37 percent Southern California: 14 percent
2. Scope Definition (refer to Exhibit A) Please clarify the required scope and standard for a “Condition of Title Guarantee,” including:
• Depth of title search (e.g., current owner, two-owner, full chain)
• Required supporting documentation
• Any specific underwriting or certification requirements
As described in the Scope of Work, page 18, the Condition of Title Guarantee Reports “shall contain a listing of all encumbrances, liens, notices, restrictions, defaults, delinquencies, current owner of each property, hyperlinks to all recorded documents and copies of the recorded documents referenced in the Condition of Title Guarantee Reports, and any other recorded documents related to each property. In lieu of hyperlinked document(s) emailed copies of the recorded document(s) may be acceptable to CDD.” We do not expect underwriting activities. The loans for the properties have been underwritten and closed escrow. The main purpose of the reports is to confirm that title is clear on our properties and ensure compliance with our program requirements.

3. Complexity Assumptions (refer to Attachment 3)
What assumptions were used in establishing the estimated total contract value (e.g., proportion of standard vs. complex title conditions)?
Response:
The total contract value was determined using an estimated number for requested reports (operational need) each year and an estimated price per report.
4. Turnaround Requirements What are the expected turnaround times per report, and will service levels vary based on complexity or location?
Response:
Two weeks is a general guideline for completion, but the expected turnaround time for individual reports can be negotiated based on other unique or unanticipated considerations.
5. Revisions and Additional Research Will additional research, updates, or revisions beyond the initial report scope be included in the base requirement or treated as separate tasks?
Response:
Additional research, follow-up, and revisions may be included in the base requirement or treated as a separate report.
6. Volume Estimate Is the estimated quantity of 500 reports guaranteed, or may actual volume vary over the contract period?
Response:
We estimate requesting 6-10 reports per month, but the report volume may vary over the contract period depending on the operational need.
7. Access to Records Will the State provide any centralized access to title records or data sources, or is the contractor expected to obtain all records independently at their own cost?
The contractor is expected to obtain all records independently.
8. Are any properties in Trinity County, CA?
We currently do not have any properties located in Trinity County.
