I. Introduction
The Hawaii State Department of Education (STATE) supports educational programs at residential treatment, skilled nursing, therapeutic home and adult correctional facilities. Students are placed in residential treatment facilities for mental health needs, substance abuse disorders, or court-ordered treatment. Eligible adult students in State correctional facilities are also required, under the Individuals with Disabilities Act (IDEA), to receive special education services. Under this Contract, the CONTRACTOR shall provide employment services to place a qualified Clinical Facilitator, General Education Teachers, Special Education Teachers, Educational Assistants (EAs), and Counselors to implement educational programs for students in these specialized settings.

This includes but not limited to in-state residential psychiatric programs, substance abuse programs, youth sex trafficked programs, skilled nursing facilities, adult correctional facilities, and the STATE's off campus specialized behavioral programs. As behavioral and/or mental health issues are on the rise for our youth, there will be an increased need for these types of programs which must include an educational component.
Educational services provided are to be curriculum-based and integrated with the Common Core State Standards (CCSS), available on the STATE website:
https://hawaiipublicschools.org/academics/subject-matter-standards/?highlight=Standards
Services are to be provided in-person. IEP or Section 504 of the Rehabilitation Act of 1973 (504) Plans from the student’s home school, shall be implemented in the residential treatment, skilled nursing, therapeutic home and/or correctional classrooms.
