About this file

This Addendum A to Invitation for Bids (IFB) D27-052 is issued by the Hawaii State Department of Education Procurement and Contracts Branch to clarify requirements for employment services supporting educational programs in specialized settings. The solicitation seeks qualified contractors to provide educational staff including Clinical Facilitators, General Education Teachers, Special Education Teachers, and Educational Assistants to serve secondary school students in specialized facilities across Hawaii. The bid submission deadline is October 22, 2026, with anticipated contract commencement following award. The contract term and any renewal options are referenced in the main IFB Special Conditions Section 4, which is not detailed in this addendum. Services are delivered both onsite and remotely depending on facility requirements, with primary work locations specified in the IFB Minimum Specifications.

Pricing must be submitted as fixed unit bid prices per hour on the Offer Page OF-2 in Excel format, with no guaranteed minimum hours due to the transitory nature of the student population served. The current contract, awarded under IFB D24-024, utilized four Educational Assistants, five Special Education Teachers (with one position for incarcerated students), and four General Education Teachers at rates of $43.00 per hour for Educational Assistants and $77.00 per hour for teachers and Clinical Facilitators; the new solicitation invites all interested offerors, including the incumbent contractor, to compete. The estimated budget allocation for this contract is $600,000.00. Subcontracting is not mandatory, resumes are not required at bid submission, and staffing resources must be in place by the contract start date. Offerors must maintain an office on Oahu throughout the contract period and comply with Hawaii business registration and qualification requirements detailed in the IFB Special Conditions Section 6.
