About this file
This file consists of bid attachment instructions and forms for an Invitation for Bid (IFB) issued by the State of California for statewide live scan fingerprint examination services to support the California Conservation Corps' (CCC) background check requirements for Corps Member applicants. The contract will provide examination services across all 58 California counties to determine enrollment suitability for applicants. The IFB requires bidders to submit ten attachments, including a bid cover page, bid submission checklist, payee data record, contractor's certification clause, bidder declaration, proof of insurance, California civil rights laws attachment, cost proposal, and conditional attachments for Darfur Contracting Act certification and Disabled Veteran Business Enterprise declarations if applicable. The cost proposal requires bidders to provide per-examination pricing for three fiscal year periods: FY25/26 (01/01/26 to 6/30/26), FY26/27 (07/01/26 to 12/31/26), and FY26/27 (01/01/27 to 06/30/27).
Bidders must demonstrate current proof of commercial general liability insurance, commercial automobile insurance, and worker's compensation coverage at the time of bid submission, with specific endorsements and higher coverage limits required post-award. The cost proposal must include all expenses associated with the service, including insurance and applicable sales tax. Bidders must identify all proposed subcontractors in their bid declaration, with the understanding that awarded contractors are obligated to use identified subcontractors unless the State approves substitutions through contract amendment. The file does not specify response deadlines, award dates, contract term length, or renewal options, as these details are contained in the primary IFB document referenced but not included in this attachment file.
