About this file

This document is an Addendum for Invitation for Bid (IFB) 71-Q2024-18 issued by the University of North Carolina at Pembroke (UNCP) for a Safety and Security Film Installation project. The addendum addresses various clarifications and corrections to the original bid documents, including updates to the pricing form and minimum specifications. The project involves installing safety and security window film on 33 campus buildings across three zones, with a total quantity of 42,000 square feet of 3M Ultra 800 or equivalent film, and an alternate option of 18,500 square feet of 3M S2400 film. The addendum provides additional details about installation requirements, including approximately 58,400 linear feet of caulking/glazing, and confirms flexibility in working hours and weekend work.

The pricing form includes line items for window film installation, caulking/glazing, and labor, with bidders required to provide unit prices for each component. The document clarifies that the project will involve working around existing furniture in dorm rooms, with AC units remaining in place during installation. Payment terms are described as flexible with no upfront payments, and the anticipated contract award is expected within three days of the bid submission. The addendum emphasizes the need for vendors to complete the entire project for all 33 buildings, with a completion date of June 20, 2025. Bidders are required to acknowledge and confirm compliance with the minimum specifications, including the types and quantities of window film and supporting materials.

Questions Answers

I would like to ask for clarification on Page 17 Attachment A: Pricing form.

It appears that a section is missing to provide pricing for Film on zones 2&3. There is a section (5) to provide pricing for Caulking/Glazing compound for zones 2&3 which lead me to believe a section was missing.

There should probably be two Total Bid amounts as well to better reflect the request of UNCP.

1. Bid total = All Zones 1,2,3 - Ultra800

2. Bid total = Zone 1 (S2400), Zone 2,3

(Ultra 800)

The Pricing table has been corrected. (See Table)

And Minimum Specifications under 5.1(See Table)

In working through the proposal on Friday and Saturday, there were a couple of items that could use clarification in the IFB 71-Q2024-18 document, and an attachment that would not open.

1. In Attachment A – Pricing, there is 23,500 listed as LF for glazing. I believe that 23,500 is the result of subtracting 18,500 sq ft from 42,000 sq ft of film, and that the correct number of total linear feet of glazing is 58,300. However, in the certification table, the IFB lists 58,400 LF of glazing, which is consistent with the first RFQ (71-Q2024-15). Since these numbers affect pricing and comparative competitiveness, a posted clarification seems appropriate, even if out of the Q/A timeframe.

The Pricing table has been corrected. (See Table)

And Minimum Specifications under 5.1(See Table)

1. The link to open Attachment B returns an error page and does not open the attachment for ‘Vendor Response.” Relinking the attachment would be helpful, even if the IFB appears to identify in various places all of the information from RFQ 71- Q2024-15’s Vendor Response attachment.
