About this file

This is an Addendum to an Invitation for Bids (IFB-71-2025-02) issued by the University of North Carolina at Pembroke for waste removal and disposal services. The addendum, dated April 2, 2026, addresses questions and corrections submitted by bidders and clarifies service specifications and pricing requirements. UNCP seeks a qualified vendor to provide collection, transport, and disposal services for approximately 23 waste containers and 157 recycling bins of varying sizes across campus. Service requirements include daily pickups for waste containers (between 5:00 a.m. and 7:00 a.m.), weekly Friday pickups for recycling bins, weekly service for three 8-yard recycling containers at specific locations, and as-needed service for roll-off containers used during student move-ins and move-outs (1 to 2 times per week). The contract term is three years, running from July 2026 through June 2029, with potential renewal options for up to two additional one-year terms. Bids were originally due April 14, 2026, at 4:00 p.m. ET through the North Carolina electronic Vendor Portal, with a non-mandatory site visit held on March 25, 2026.

Key pricing and contract clarifications in this addendum specify that UNCP will provide recycling carts for contractor use, eliminating the need for vendors to supply their own equipment. Actual disposal fees will be paid based on weight tickets generated at disposal sites rather than estimated landfill fees, with roll-off containers provided on a 2-times-per-month basis for standard operations. The vendor must submit separate monthly pricing for all three contract years (July 2026-June 2027, July 2027-June 2028, and July 2028-June 2029) on the required Pricing Form. Additional vendor responsibilities include quarterly meetings with UNCP Facilities Operations, monthly weight reports due by the second Monday following service, cleanup of debris around containers on pickup day, no extra trip charges for specified pickups, next-day service if requested by 2:00 p.m., and transition assistance if the contract is not renewed. No incumbent vendor or specific budget allocation was identified, and the state reserves the right to award to a single vendor or make separate awards for different service line items.

Please verify that the 8cy recycle dumpster located at James B Chavis Dining Hall is service one time per week and not six times per week.

The Pricing table has been corrected. (1 one time a week not 6 six) And Minimum Specifications under 5.1(1 one time a week not 6 six)

On page 19, in the monthly amount line items, do you want us to include estimated landfill/disposal fees in these calculations or do you want to pay actual disposal fees from the weight tickets generated at the disposal sites ?

We know the 20cy's are serviced 3 times per week, but if you want us to include estimated disposal could you please provide history of weight or tell us how many tons to include so everyone's numbers will be apples to apples.

Do not include estimated landfill/disposal fees in these calculations.

We will pay actual disposal fees from the weight tickets generated at the disposal sites.

No, history is required because of paying the actual disposal fees.

Also, for the other roll offs, tell us how many hauls and how many tons to estimate, so again we are all bidding apples to apples. Of course, whomever is awarded the work will bill them on call as needed.

The roll offs provided would be 2 times per month. We will pay actual disposal fees from the weight tickets generated at the disposal sites.

Will there be any hauling for the move in and move outs during the year? Do you utilize the existing roll offs for that? About how many extra hauls in a days time would that require?
The roll offs provided for Student move ins and outs would be 1 to 2 times per week. We will pay actual disposal fees from the weight tickets generated at the disposal sites.

Are you having a public bid opening on site at the campus?

There will not be a public bid opening since the bids are sent to the NC EVP.
